The primary purpose of this position is to serve as a journeyman financial analyst supporting DeCA's performance with the DOD Financial Improvement and Audit Readiness (FIAR) Program. Position responsibilities include: Work is performed from the DeCA's Headquarters Resource Management Accounting Directorate at Ft. Lee. Developmental position to learn and eventually provide guidance to functional areas on controls and testing procedures and to ensure actions are executed on time. Provides analytical and administrative input for the FIAR and FMIA. Will provide input in the development of narratives, flows, and risk analysis for all identified processes. As a FIAR Financial Analyst the incumbents' responsibilities include ensuring compliance with all policies and procedures relevant to the execution of DeCA's internal control program for compliance to the OUSD requirements. The incumbent is responsible for program compliance, providing guidance to functional areas on controls and testing procedures and to ensure actions are executed on time. Incumbent is also a participant in the development and delivery of the Agency's Statement of Assurance briefings and reports. Providing assistance in the development of internal controls related to financial processes, conducting annual testing, and analyzing results from year to year. Examples of specialized experience include: At the GS-11 grade level: Implementing the requirements for the Federal Financial Management Improvement Act of 1996 (FFMIA) Compliance and the FIAR ensuring communication between FPOs and the Senior Assessment Team (SAT). Assisting in the development of control analysis reports based on the annual assessments that identify actual and potential ineffective controls, the nature and extent of possible corrective actions, and the status of previously assigned prior year corrective actions, too include Notice of Findings Recommendations (NFR) identified during the Annual Financial Audit. Providing analytical and executive administrative input for the Financial Improvement and Audit Readiness (FIAR) and Financial Management Improvement Act (FMIA). You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion.
