Job Summary

We are seeking candidates interested in supporting environmental compliance at the Dominion Energy Materials, Metering and Recycling Center at 4307 Castlewood Road, Richmond, VA. The facility manages transformer oil for the company's Power Delivery business group. They assess and repair transformers, meters and other electrical distribution components as well as manage wastes from the Power Delivery local office locations, The facility also manages inventory of materials used in Power Delivery in the warehouse and laydown yard. Candidates should live within 1 hour of facility to be able to support emergencies in a timely manner.

*These roles will be filled at the level based on the successful candidates' education, experience, knowledge, skills, and abilities.

Ensures company compliance with environmental, chemical, waste management, and permit regulations at the Castlewood Materials, Metering and Recycling Center. Share responsibility for the safe and efficient operation of work site, to comply with regulatory and company Environmental, Health and Safety standards and procedures. Communicate and prepare reports for submittal internally, externally, to governmental agencies and customers. Conduct routine inspections of stormwater management area, oil filled equipment storage, and waste collection areas at the facility. Conduct stormwater sampling as required by the NPDES permit. Provide recommendations regarding environmental compliance issues to personnel responsible for compliance tasks and management. Update and maintain stormwater pollution prevention plan and the Spill Prevention Control and Countermeasures plan. Conduct self-assessments of environmental programs and implement continuous improvements. Maintain documentation of environmental events that occur at the facility. Maintain records, analyze data, develop, and implement best practices and/or corrective actions, and prepare environmental reports as required by the regulations. Prepare internal management reports for environmental performance . Serve as primary site coordinator with internal department and external agencies on environmental, or chemical management issues. Procure services or materials for the administration and implementation of environmental programs and projects, such as managing waste materials onsite, coordinating disposal, regulatory inspections, conditional use permits, and maintenance of oil and stormwater infrastructure. Provide environmental training to site personnel in handling of chemicals and waste materials, spill prevention, stormwater pollution prevention, erosion, and sediment control and for other environmental compliance topics and requirements. Implement environmental compliance plans to address current or changing law and regulations. Responsive to planned and unplanned work occurring during and outside of typical business hours 24 hours a day, and 7 days a week. Other duties assigned to support the Environmental Manage System, individual and team development, and DEV environmental excellence.

Required Knowledge, Skills, Abilities & Experience

  • Environmental Compliance Coordinator : 3+ years of directly related experience with a preferred Bachelor's degree (Or 5+ years of directly related experience with Associates Degree Or 7+ years of experience with High School Degree / equivalent)

  • Sr. Environmental Compliance Coordinator: 5+ years of directly related experience with a preferred Bachelor's degree (Or 7+ years of directly related experience with Associates Degree Or 9+ years of experience with High School Degree / equivalent)

  • Knowledge of related environmental regulations and applicable environmental requirements

  • Understanding of and ability to interpret Clean Water Act, National Pollution Discharge Elimination System (NPDES), Resource Conservation and Recovery Act (RCRA), Clean Water Act, Hazardous Waste and Operations and Emergency Response (HAZWOPER), Superfund and Amendments and Reauthorization Act (SARA). Stormwater Pollution Prevention (SWPPP), Spill Prevention Control and Countermeasure (SPCC), Toxics Substance Control Act (TSCA), and Emergency Planning Community Right to Know Act (EPCRA)

  • Strong leadership and independence necessary to develop, implement and administer complex environmental compliance plans

  • Ability to interpret and/or apply environmental requirements to company operations and translate regulatory regulations, permit and plan requirements into understandable compliance guidance

  • Ability to prepare and/or review compliance and regulatory documents and reports

  • Excellent written and oral communication skills including public speaking skills

  • Analytical and record keeping skills

  • Strong computer skills (Microsoft Office, to include Word, Excel and Power Point)

  • Organizational skills and time management skills
