JMT is seeking a Senior Quality Inspector for a position available on PennDOT's Major Bridge initiative in the Jefferson County area. The project location is SR 80, over the North Fork of Red Bank Creek. The project is a multi-year position with year-round work. The successful candidates will apply standard quality assurance inspection procedures to ongoing activities during and after construction for structural quality, general safety, and conformance to plans, specifications and codes as a representative for the project owner.

Salary range is $35.00 - $45.00/hour.

Essential functions and responsibilities

  • This is a Quality Assurance Supervisory inspection position on a large, multiyear, complex, highway construction project which includes multiple structures, roadway restoration and traffic improvements. This position includes verification and documentation of compliance with contract requirements and PennDOT construction requirements.

  • Review and interpret plans, site layouts, specifications, and construction methods to ensure compliance with legal requirements and safety regulations.

  • Perform verification of conformance to standards for testing on concrete, soils, and other materials.

  • Ability to measure dimensions and verify level, alignment, and elevation of structures, fixtures, grades and/or pavement to ensure compliance to plans and codes.

  • Coordinate and supervise project quality assurance inspection activities and staff to ensure contractor compliance of plans, contract documents, specifications, and standards.

  • Assign, schedule and maintain subordinate quality assurance inspection staff throughout all phases of the project.

  • Work on behalf of the client to draft project correspondence, facilitate project meetings, and resolve construction related field issues.

  • Gathers, reviews, and maintains project records (using PennDOT ECMS and other documentation systems).

  • Compose field notes, computations and prepare reports as required.

  • Interact with the general public, government agencies, contractors, sub-contractors, and other internal and external parties including response to inquiries.

Required Skills

  • Strong Computer proficiency, communication, and documentation skills

  • Active driver's license

Required Experience

  • High school diploma or equivalent

  • 4+ years of Highway and Structure Construction Related Inspection Experience and 1 year of supervisory experience

  • Two years as a Transportation Construction Inspector Supervisor; or

  • Five years of construction inspection experience and an associate's degree in civil engineering, mechanical engineering, geotechnical engineering, surveying engineering technology, or a closely related engineering technology and 1 year of supervisory experience

  • Ability to act in an Owner's Agent/Responsible in Charge role

    Preferred Qualifications

  • NICET Level 3 with structure type project experience or twenty years minimum highway and bridge construction inspection supervision/management or acceptable related experience

  • Associates or bachelor's degree in Construction Management or Civil Engineering

  • NECEPT-Bituminous Field Technician

  • PennDOT Concrete Field Technician (ACI Concrete Field Technician is prerequisite)

  • CDS NeXtGen and/or ECMS Wave 5

Working Conditions

Work is performed in the field. Ability to extensively perform bending, kneeling, standing, shoveling, and lifting and carrying objects weighing up to 25 lbs. as needed. Work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions.
