Title: TELECOMMUNICATIONS PROGRAM ANALYST Location: United States-Virginia-Virginia Beach Job Number: 220002KA Job Summary: Program Analyst for personal telecommunications focusing on Navy Marine Corps and Coast Guard ashore andor afloat installations. Duties and Responsibilities: telecommunications policies, procedures, services and programs. Prepares and delivers substantive briefings on current or proposed programs. - Development, implement and maintain of long and short-term corporate strategies, plans and goals supporting personal telecommunications services for both direct-run and concessionaire operated license agreements and initiatives in coordination with other non-appropriated fund instrumentalities and appropriated fund agencies. Coordinates with functional codes within NEXCOM and other related Navy, Marine Corps and Coast Guard organizations to implement and manage unofficial telecommunications. - Conducts and initiates research and data calls from Navy, Marine Corps, and Coast Guard activities related to existing telecommunications contracts, agreements, services, terms and infrastructure. Analyzes data received; input, sort, and retrieve data for analysis and presentation to support decision-making. Develops database for use in performing assignments. - Develops, revises and reviews for publication, technical and policy directives relating to personal telecommunications initiatives, including Navy Exchange operations supporting these initiatives. In response to higher level tasking and initiatives, coordinates the development of written policies and procedures that require implementation by field activities and NEXCOM. - Establishes and maintains constructive relationships with key government, military, civilian personnel, nonappropriated fund instrumentalities and corporate representatives to gain insights, scope, and impact of new concepts in telecommunications. Coordinates with these representatives to identify, understand, and evaluate potential impacts to such programs as military Exchange operations; Morale, Welfare and Recreation Programs; temporary lodging facility operations; military housing (bachelor and family housing) management; and confinement facility programs. Participates in various committees and working groups. - Coordinates with counterparts other military Exchange systems and Morale, Welfare and Recreation Programs to accomplish cooperative initiatives to provide enhanced services. - Develops and/or reviews technical information, financial data, analytical data, regulatory guidance, marketing studies, contract language and other material concerning strategies for providing telecommunications services for personal use by authorized military Exchange customers worldwide. Reviews and analyzes operating data obtained from a variety of sources pertaining to assigned function(s) to measure financial viability, relative efficiency and trends. - Studies technical and market publications for new improved services, methods, equipment, supplies or other similar items for possible application to program initiatives. Attends trade shows, conferences and seminars to keep abreast of new industry developments for providing personal telecommunications services, including marketing, pricing, display and distribution techniques as well as technological changes in the telecommunications industry. - Coordinates with the NEXCOM Operations Division, Merchandising Division, Contracting Division, District Managers, General Managers, and other NEXCOM staffs as required to provide products and services to customers effectively as telecommunications, information, and entertainment products and services converge. - Performs post-award contract administration support as the Contracting Officer's Representative. In this capacity, coordinates the efforts of several headquarters level CORs within the Navy, Marine Corps, and Coast Guard as well as close to 500 locally assigned CORs at military installations worldwide. Initiates contract requirements and evaluates contract proposals. - Prepares correspondence to field activities, legal and contracts representatives, industry associations, the media, members of Congress, military commands, other governmental agencies, and customers. Reviews correspondence and contract documents prepared by others. Signature authority may be delegated in accordance with NEXCOM instructions for correspondence of a routine nature. - Makes field activity visits to assist Exchanges, housing managers, base communications offices, and others in resolving problems. Briefs Commanding Officers and representatives of Echelon Two commands as required. - Works independently under the supervision of the Telecommunications Program Director who provides broad and general direction and guidance. Exercises judgment within established guidelines to make decisions and negotiate with other officials of parallel and higher echelons and is expected to seek guidance when necessary and on all policy matters from cognizant authorities within NEXCOM. Recommendations and problem resolutions are reviewed for adherence to established policies, and in terms of action taken and achievement of objectives. Serves as principal point of contact and assumes operational authority in the absence of the program manager. - Performs other related work as assigned. Qualifications: Requires a total of 7 years of experience as indicated below: GENERAL EXPERIENCE: Three years of experience in administrative, technical, marketing, retail sales, advertising or other work that enabled the applicant to gain a general knowledge of researching, procuring and managing services or products in an effort to recommend best strategy of delivering telecommunications services and products. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: One year of academic study above the high school level may be substituted for nine months of experience up to a maximum of a 4-year bachelor's degree in telecommunications, marketing or retail field for three years of experience. AND SPECIALIZED EXPERIENCE: Four years of progressive responsible service and or retail experience that demonstrated a broad knowledge of operational, marketing and advertising procedures involved in managing services operations in an environment including recommending new sources of supply, analyzing and evaluation or proposals, contracts etc; developing marketing and advertising programs for use in Retail Stores or on a broader scale, and/or experience in operational procedures involved in managing a cellular phone services and products contractor and perform the duties of a contracting officer technical representative (COTR) with respect to service type contracts.
