Responsibilities Serves as the Assistant Program Coordinator for the Government-wide Purchase Card (GPC) Program within Defense Commissary Agency (DeCA) location. The primary purpose of this position is to Manage, coordinating, planning, programming, reviewing, analyzing and providing technical support activities involved in accomplishing aspects or segments of Agency's GPC program, and ensuring compliance with Department of Defense GPC program regulation and guidance. This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide you with practical experience to prepare you to perform at the target grade level. Position responsibilities include: As an Agency/Organization Program Coordinator, manage, coordinate, review, and analyze technical support activities involved in accomplishing DeCA's Government-Wide Purchase Card (GPC) programs. Assist the Agency Program Manager in the planning, development, and execution of internal guidance that implements DoD policy requirements for the GPC Program and related systems throughout the stores, zones, regions, and Field Operating Activities (FOA) and HQ elements. Provide account management and coordination and day to day monitoring of the program. Communicate with the account paying activities to ensure accounts are paid in accordance with regulated guidelines. Analyze purchase card activity using available resources including but not limited to various reports, available on-line data and various software programs. Conduct data analysis of agency's GPC trends in order to identify potential program improvements and use such data to compile reports for investigations and inquiries. Applicants applying to the GS-11 position must possess one year of specialized experience equivalent to the GS-09 grade level OR three full academic years of progressively higher level graduate education or PH.D. or equivalent doctoral degree OR a combination of education and experience by the closing date of this announcement. Examples of specialized experience for the GS-09 include: Assessing and analyzing purchase card operations through management, auditing, finance principles, theories, and techniques. Gathering data and making recommendations within acquisition or purchase card program guidelines and regulations. Using fact finding investigative techniques to determine waste, fraud or abuse within purchase card programs. Examples of specialized experience for the GS-11 include: Knowledge to facilitate exchanges of GPC stakeholders, including conducting talks with the ban on issues about the program. Experience in detailed analysis techniques to review GPC spending data against previous history, actual expenditures, and established opinions in support or against purchases in accordance with Agency Program guidelines. Experience in the use of resolution techniques to conduct face-to-face interventions between cardholders, industry representatives and the bank. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade.
