Responsibilities Serves as the Deputy Director of Sales Marketing and Logistics Group in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is to serve as the Deputy to the Executive Director of Sales Marketing and Logistics and serve as an expert advisor to senior leadership on matters involving the Sales Marketing and Logistics group and the various support functions required to enable professional management of the commissary system. Position responsibilities include: Exercises goal setting and oversight responsibility for significant programs that influence DeCA's overall business effectiveness. Represents the SML Group in all facets of operations and has full authority to make decisions on behalf of the Executive Director. The Deputy Director manages and is responsible to the Executive Director for a for a wide variety of policy, staff and administrative support. Ensures DeCA HQ directives and instructions are efficiently and effectively executed by subordinate staff; builds and motivates the team; conducts staff meetings; and decides what decisions will be taken to top management. Serves as the task manager for SML, ensuring efforts are prioritized with established outcomes achieved on specific dates to specified standards. To qualify for this position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-14 grade level or equivalent to at least GS-14 under other Federal service pay systems, private sector, or military. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Advanced management and organizational principles and practices. Broad knowledge of a wide range of qualitative and /or quantitative methods for assessing and improving program operations. Detailed knowledge of business and trade practices, characteristics and the use of commissary/ retail grocery products or services. Mastery of commissary and retail grocery business operations and associated laws, regulations and policies. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. The incumbent must be cleared to handle classified information up to and including Top Secret in accordance with DOD Regulation 5200.2-R. The incumbent must be able to obtain and maintain a Top-Secret Clearance as a condition of employment. The Deputy Director of SML will work closely with DeCA's executive leadership, Functional Process Owners, Special Staff Office Chiefs, and Area Directors. Decisions made may affect the working conditions at DeCA. The incumbent has a confidential relationship with the Director of SML. Travel by military/commercial transportation including land or air will be necessary in the performance of duties. The incumbent must exercise strong interpersonal, organization, and written/oral communication skills, high degree of initiative and judgment. The position requires the ability to manage several projects simultaneously and complete assignments with strict deadlines under significant pressure. This position requires access to DeCA's business systems and is designated as IT Level II.
