Job Description

This position is responsible for overseeing, managing and leveraging parts of the life cycle of IT investments in infrastructure and systems-from defining and targeting the investment mix, to planning the portfolio structure and packaging, to communicating the portfolio plan and measuring results. This is a key role in the strategic planning process for the IT organization. Works with and advises these individuals and groups on how enterprise priorities link to technology investment, and the risks and benefits of specific portfolio activities. Works with the IT organization and other stakeholders to develop, prioritize the IT and business portfolio. Analyzes portfolio performance, and recommends changes in investment mix to achieve goals. Proactively identifies opportunities for improving IT portfolio performance to provide a competitive advantage to the business. Managing teams with focus on policy and strategy implementation and control rather than development; short-term operational/tactical responsibilities.

  • Demonstrates knowledge of several business areas processes, procedures and functions.

  • Ensures that intended business benefits are met.

  • Provides transformative leadership and program/project management for strategic projects and support the development and standardization of project management processes, tools and best practices.

  • Manages a portfolio of projects in a coordinated way to ensure alignment with organizational strategies and to ensure the realization of prioritized and quantitative benefits.

  • Identifies key stakeholder project objectives and requirements and provide strategic and tactical leadership on programs/projects.

  • Ensures assigned individuals are executing the identified and assigned tasks and providing appropriate tracking and reporting per plan.

  • Directs all phases of projects demonstrating proficiency in project management areas in accordance with accepted project management standard in the industry.

  • Provides in-depth analysis of projects culminating with lessons learned for incorporation into future project plans.

  • Ensures assigned individuals are executing the identified and assigned tasks and providing appropriate tracking and reporting per plan.

  • Influences changes/enhancements to business processes, policies, and system infrastructure.

  • Manages the selection, evaluation, contracting, and integration of externally available hardware, software, and data to deliver business solutions.

  • Directs and manages though analysis, planning, design, development, testing, installation, and maintenance of support systems for business areas.

  • Selects and builds strong teams through formal training, diverse assignments, and coaching, mentoring, and other development techniques.

  • Manages and develops project cost estimates, benefits and assessment of potential project risks.

  • Manages projects, people, customer expectations, and business priorities to achieve customer satisfaction.

  • Manages budgets, plans and expenses; may have cost center responsibilities.

  • Oversees throughput for encounter processing acting as liaison between the customer and Magellan IT teams.

  • Oversee and act in review board fashion for reports delivered from Magellan to the customer.

  • Manage vendors.

  • Shares best practices throughout IT.

  • Agile:

  • Coaches and mentors IT and Business staff in lean/Agile methods.

  • Drives servant leadership and coaches other IT Project Managers on this quality.

  • Empowers the teams to be self-organizing.

  • Empowers the teams and stakeholders to make decisions.

  • Measures and reports progress frequently using agile metrics.

  • Creates Product Roadmap and Release Plan in partnership with POs and IMs.

  • Coaches and leads coordinating practices in Agile methods such as Release Planning, Iteration Planning, Grooming etc.

  • Coaches and assists Product Owners in prioritization, 3-Amigo Reviews and other PO activities.

  • Leads and facilitates Scrum of Scrums with related projects/teams.

  • Traditional:

  • Coaches IT PMs in developing and maintaining project charters, detailed project plans, weekly status updates and problem resolution.

  • Coaches IT PMs in creation and maintenance of WBS, RACI, Stakeholder Register and detailed Project Management plan.

  • Coaches IT PMs in management of dependencies across projects.

  • Coaches IT PMs in performing Root Cause Analysis.

  • Develops and leads the establishment and facilitation of internal IT project management processes and tools (i.e. critical path tracking, contingency planning, operational workflow documentation/refinement.)

    Other Job Requirements

Responsibilities

10+ years of experience in Project Management and leading large project teams through the development and support of applications. Broader experience across IT or across different industries (for external hires) is a must. Must have 2+ years of experience leading teams.Experience in health care, insurance or related field.Critical thinker.Demonstrated problem solving techniques.Strong verbal and written communication skills.Ability to coach and build skills within the team.
