Job Summary

This position is being posted as an Air Emissions Monitoring Specialist I or Air Emissions Monitoring Specialist II

This is the first or second level of a three-level series which provides technical support for continuous emissions measurement systems (CEMS) configuration and support to ensure or improve compliance with all air quality regulations at a power generation facility (e.g. coal fired plant). Performs basic and/or routine assignments and tasks under the direct supervision of the supervisor or work leader, which are designed to develop and enhance technical or engineering expertise, knowledge and abilities for progression to the next level. Under the supervision of a supervisor or work leader, this entry level position applies information gathered from quality assurance and environmental tests, performs engineering or technical calculations, analysis, research and design to further develop professional knowledge and abilities and to provide technical support in designated company area or specialized function. This may include analyzing and evaluating systems, equipment, regulatory requirements, and programs for assurance that they are modified, operated, and maintained in accordance with Company policy, and regulatory requirements. Prepares the Continuous Monitoring System (CMS) audit report for submission. With guidance, applies basic knowledge of environmental regulations to conduct the annual span and range evaluation of CEMS, calculates the annual capacity factors for peaking unit determination, reviews data for errors, and loads data into the Emissions Collection and Monitoring Plan System (ECMPS) for management's review, prior to submission to the Environmental Protection Agency (EPA). Provides regulatory reporting assistance, and drafts technical reports for CMS events as needed.

This role does not function as a technician in modifying, operating or maintaining CEMS. Limited exercise of judgment is required on detail of work. Assists specialists with report analysis and preparation, and data management. May assist in problem analysis and developing compliance strategies, working as an individual contributor, or as part of a team. Will be required to learn how to lead small group knowledge sessions on regulatory data reviews and technical reporting requirements, applying basic understanding and knowledge of environmental federal and state regulations pertaining to plant emissions.

Required Air Emissions Monitoring Specialist I- Knowledge, Skills and Experience

For the Air Emissions Monitoring Specialist I the knowledge, skills, abilities and experiences that are required for entry into this job include the following:

  • Demonstrates strong computer skills and knowledge and use of various software programs (0 - 3 years), with sufficient knowledge, technical expertise and work experience to perform essential duties of the job using EPA's ECMPS and CEMS DAHS software. Basic knowledge of CEMS operation, maintenance and technical design applications. Basic working knowledge of federal, state, and local environmental regulations specific to air emissions.

  • Demonstrates basic knowledge and understanding of the design and operation of moderate to complex systems and equipment such as PLC systems and/or Data Controllers.

  • Working knowledge in the operation and application of personal computers and software programs (Microsoft Office) Skilled in applying analytical skills to address finding and assist in the development of compliance strategies. Must understand basic routine CEMS testing pass/fail criteria.

  • Working knowledge in the operation and application of personal computers and software programs (Microsoft Office)

  • Good oral and written communication skills, including basic technical writing skills. Must be willing and able to lead knowledge sessions for others in a small group environment.

  • Demonstrates the ability to work either as an individual contributor or as part of a team.

  • Ability to learn to interpret EPA Air regulations and reporting practices

  • Ability to learn to work with DAHS software and DAHS configurations

  • Ability to problem solve and to quickly process information

  • Ability to coordinate multiple tasks and work in a team environment

Preferred Skills, Abilities and Experience:

  • Advanced knowledge of Microsoft Excel.

  • Familiarity with 40CFR63 EGU MACT (MATS) and/or Industrial Boiler MACT rules.

Military service members and veterans with ranks from E3-E5, W1-W2, or O1-O3, plus appropriate equivalent combination of education and years of experience as outlined (above/below).

Bachelor's Degree (or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education)
