REGULATORY ENGINEER (STARLINK)
Starlink will provide high-speed broadband around the world. Telecommunication is a heavily regulated business and this position will advise SpaceX on legal and policy advocacy to ensure these regulations enable and protect the provision of this ground-breaking service. This position will require you to apply expertise and focus to advance Starlink's licensing and spectrum position in front of domestic and global regulators and government bodies.
RESPONSIBILITIES:
Develop and advocate for broadband and spectrum policies that will further SpaceX's business objectives and Starlink's success.
Represent and promote the company positions before the FCC, the NTIA, other agencies, regulators, legislatures, and regional organizations.
Help drive technical analyses pertaining to orbital debris, radio frequency interference, and broadband issues.
Develop and administer regulatory licensing application preparation, pursuit, and compliance requirements for system and service licensing.
Draft pleadings, letters, and other advocacy pieces to promote SpaceX's policy positions, technical analyses, and help manage spectrum licensing.
Provide strategic regulatory advice and advocacy support to business development efforts.
Research and advise the Starlink team regarding other relevant policy issues.
Advocate to optimize prospective satellite and telecoms regulatory frameworks and policy environments in alignment with SpaceX business objectives.
Contribute to company satellite spectrum policy and outreach activities internationally.
Provide strategic regulatory advice and advocacy support to business development efforts, which may include:
Opportunities for regional/national partnerships.
Global satellite expansion plans in support of the business strategy for new satellite market requirements and new service offerings initiatives.
BASIC QUALIFICATIONS:
Bachelor's degree in a science or engineering discipline.
2+ years of experience in satellite communications, radio frequency management, and/or the telecommunications sector.
PREFERRED SKILLS AND EXPERIENCE:
4+ years of experience as a regulatory engineer at a satellite communications company.
Knowledge of satellite communications, including link budgets, antenna theory and design, and interference analysis.
Knowledge of FCC rules and ITU Radio Regulations.
Experience preparing and submitting FCC applications for satellite and/or earth station licenses.
Strong writing skills.
Experience with and understanding of foreign and domestic broadband policy, as well as spectrum use and policies.
Knowledge of radiofrequency spectrum technology.
