The Human Resource Project and Program Management position is a senior-level role that reports directly to the HR Director. The incumbent will play a critical role in driving HR initiatives focused on transition planning, transition coaching, talent development, and workforce planning. This position will be responsible for scheduling and executing HR projects that align with organizational goals, ensuring effective implementation and measurable outcomes.
This position shall be performed under the day-to-day direction, control, and supervision of WTCC
MAJOR RESPONSIBILITIES/DUTIES/TASKS
Lead and facilitate transition planning initiatives to ensure smooth organizational changes.
Develop and implement transition coaching programs for employees during periods of change.
Design and execute talent development strategies to enhance workforce capabilities.
Oversee workforce planning efforts, ensuring alignment with business objectives.
Schedule and manage HR project timelines, ensuring all projects are completed on time and within budget.
Collaborate with cross-functional teams to identify and address HR project needs.
Monitor and evaluate the effectiveness of HR programs and initiatives, providing recommendations for improvement.
Develop HR Procedures in compliance with state and federal laws.
Maintain up-to-date knowledge of HR best practices and trends to inform project strategies.
Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work in order to protect self, others, and the environment

Education:
Bachelor's degree in Human Resources, Business Administration, or a related field; or demonstrated equivalent.
Experience:
Minimum of 8 years of progressive HR experience, with a focus on project management and program execution.
Proven expertise in managing transitions, outplacement, and workforce planning.
Experience in talent development and transition coaching is required. Certification in specific areas of talent development is highly desirable.
PMP Certification Preferred
SUPERVISORY RESPONSIBILITIES
This position does not have direct supervisory responsibilities over staff. However, the incumbent will work collaboratively with various HR teams and may lead project-based teams, providing guidance and direction on HR initiatives and best practices
PHYSICAL REQUIREMENTS
(OFNM) Office Field Non-Manual
Performs deskwork, including writing, computer workstation processes, and telephone operations. Arranges for and\or performs presentations, oral reports, planning meetings, and other formal or informal contacts, requiring long periods of sitting.
This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m.
Must be able to work in the United States without Sponsorship
Must be able to obtain a Department of Energy (DOE) badge for access to the Hanford site .
COMPENSATION & BENEFITS
HIRING SALARY RANGE: $112,835.92 - $178,251.96 (Salary to be determined by the education, experience, knowledge, skills, and abilities of the applicant internal equity, and alignment with market data.)
