Siemens Government Technologies (SGT) is seeking an Environmental, Health and Safety Manager to develop, implement and manage EH&S policies, plans, procedures and processes to ensure the effective management of hazard identification, assessment of risk, implementation of controls and to drive successful implementation of environmental, health and safety programs in the assigned areas of responsibilities. This role will report to the Director of Environmental, Health and Safety and have accountability for Siemens Government Technologies, Inc.'s facilities and project sites. These projects, at U.S. Federal installations both domestically and internationally, are developed and executed in concert with Siemens sponsoring Divisions. Direct reports include project Site Safety and Health Officers.

Responsibilities and Duties include:

-Be the Subject Matter Expert (SME) for health and safety concerns to all levels of employees.

-Promote Zero Harm safety culture by motivating others, modeling the right example, intervening, engaging, challenging, encouraging and enabling others.

-Drive continual improvement through the development of Environmental, Health & Safety (EHS) programs, standards, training and best practices.

-Develop, implement and manage EHS policies, plans, procedures and processes to ensure the effective management of hazard identification, assessment of risk and implementation of controls.

-Consult and advise regarding government regulations, standards and reporting requirements and investigate incidents or complaints regarding the application of requirements.

-Represent the Company regarding EHS issues at customer meetings and conferences.

-Assist Project Managers in preparing, submitting and executing comprehensive Accident Prevention Plans (APPs) for Federal customers whose contracts specify Army Corps of Engineers Safety Manual EM 385-1-1 procedures or worker safety and health programs for National Nuclear Security Administration projects under 10 CFR 851 regulations:

- Evaluate hazards, safety concerns and resource requirements associated with new projects, identifying and reporting exposure and liability issues associated with contractual requirements.

- Assist Project Managers with site-specific Site Visit Accident Prevention Plans (SVAPP), Abbreviated Accident Prevention Plans (AAPPs) / to enable visits to new project sites for observation and measurement.

- Participate in and influence internal steering committees involving new project EH&S (Environmental, Health & Safety) compliance issues.

- Coordinate with/facilitate monthly EHS-related meetings with sponsoring Siemens divisions on EHS matters.

- Develop site-specific Accident Prevention Plans (APPs) / safety & health programs submitted, approved and executed.

-Work to hire Site Safety and Health Officers (SSHO) for major projects as required. Train and supervise SSHOs (those of SGT, Siemens sponsoring divisions, and/or subcontractors).

-Define tasks, specify and select subcontractors for industrial hygiene work, such as monitoring asbestos abatement, hazardous material exposure and respirator use.

-Provide incident management in keeping with company, regulatory and client requirements.

-Assist with/perform root cause analysis of all EHS incidents and facilitate/lead in the development of effective corrective actions.

-Audit, measure, and ensure compliance/effective implementation of the EHS Management System at SGT facilities and project sites and assist in the planning for EHS continual improvement to achieve objectives and targets.

-Recommend and implement control measures to reduce any liability or exposure from non-compliance with various agencies, codes and company procedures regarding general environmental, health and safety standards in the workplace, including ergonomics.

-Develop, deliver, and implement the training and communications necessary to achieve a Zero Harm Culture.

-Manage and report EHS information and statistics in keeping with Company and legislative requirements, including:

- Assisting Business Development and Proposals Deliverables with safety planning, statistics and text.

- Monthly metrics reporting requirements

- Maintaining OSHA 300 Logs and 300A Summaries.

- Reporting Workers Compensation, Defense Base Act, and auto claims to the respective insurance companies, and follow-up with claims adjusters and claimants.

Required Qualifications:

-BS Degree in Safety, Environmental Engineering or equivalent degree. In lieu of degree, have 5 to 8 years of relevant experience in Environment, Health & Safety field and certifications/training (Certified Safety Professional (CSP), Associate Safety Professional (ASP) or other recognized safety certification. OSHA 30-hour Construction / NFPA 70 Electrical Safety and Arc Flash training courses.)

- Thorough understanding/working knowledge of:

- HAZMAT including but not limited to lead, asbestos, PCBs or other hazardous materials use, handling and storage.

- Hazardous energy control (Lock Out / Tag Out)

- Fall prevention and protection.

- Ergonomics.

- Hot work.

- Respiratory protection.

- Rigging and lift planning.

- Electrical safety and arc flash protection

- Basic medical knowledge to understand symptoms of common industrial illnesses and medical treatment or work-related injuries.

-Basic understanding of physical and engineering principles regarding operation of mechanical and electrical equipment.

-The ability to travel up to 40% of time domestically or internationally for Site Surveys, conducting audits, attending/delivering training and/or on-site investigations.

-Must be a team player with excellent communication skills (both oral and written) and the ability to:

- Work with team members at all levels.

- Provide clear, practical advice and guidance for management and staff.

- Promote best practices to achieve compliance within all areas of the business.

-Demonstrated knowledge of Environmental, Health and Safety legislation and its implementation.

-Ability to influence at all levels or organization.

-Thorough knowledge of Defense Base Act (DBA) coverage.

-Possess strong analytical skills, excellent organizational skills and be able to work well under pressure and to deadlines.

-Must be competent in Microsoft Office Suite (Word, Excel, Access and PowerPoint) and have basic computer skills in general.

-Ability to administer basic first aid and CPR.

Preferred Qualifications:

-Certified Safety Professional (CSP), Associate Safety Professional (ASP) or other recognized safety certification.

-Working knowledge of U.S. Army EM 385-1-1, Safety and Health Requirements Manual.

-OSHA 30-hour Construction / NFPA 70 Electrical Safety and Arc Flash training courses.

-Top secret or sensitive compartmented information clearance

Security Clearance:

-Must be US citizen and have the ability to obtain a federal government security clearance, if later required.

-The salary range for this position is $120,000.00 to $162,400.00. An annual incentive target also is part of the compensation package for this position. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
