JOB DESCRIPTION:
Designs, develops, documents, tests and debugs application software. Conducts analysis and collaborates with subject matter experts in the planning, design, development, and utilization of electronic data processing systems for information storage, processing, presentation, manipulation, display, or reporting. End product may be special use, customized, or commercial software. Determines computer user needs; analyzes system capabilities to resolve problems on program intent, output requirements, input data acquisition, programming techniques and controls; prepares operating instructions; designs and develops autonomous services, desktop applications, web applications, scripts, and utility programs. Ensures software standards are met. Complete understanding and wide application of technical principles, theories, and concepts in the field. General knowledge of other related disciplines. Receives assignments in the form of objectives and establishes goals to meet outlined objectives. Work is reviewed by management to measure whether objectives have been met. Provides technical solutions to a wide range of difficult problems where analysis of data requires evaluation of identifiable factors. Works under only general direction. Independently determines and develops approach to solutions. Work is reviewed upon completion for adequacy in meeting objectives. Demonstrates good judgment in selecting methods and techniques for obtaining solutions.
Position Requirement(s):
Provide services for systems engineering and integration, operational engineering, software design and development, and database support in support of EIMS, PMAP, WDZ, and other Fleet IT systems and applications. This could include concept of operations formulation; requirements definition, analysis and engineering; system architecting; system analysis and design; interface and data architectures, validation, and verification; system and operations performance analysis, cybersecurity and accreditation/certification requirements.
Interface with USFF and PACFLT environmental, natural resources, range planners and managers, and IT and data management professionals to discern Fleet data requirements; identify potential authoritative sources of this data or interested recipients of EIMS data, such as DCAST, Navy Acoustic Exposure Model (NAEMO), Mission Compatibility Assessment Tool (MCAT), GRX, and similar; and coordinate with target system owners to assess the feasibility and generate plans to develop necessary data exchange mechanisms.
Other duties as designated in support of environmental training operations.
Qualifications

Experience Requirement(s):
Four (4) years of relevant experience with BS education requirements; or six (6) years of relevant experience with professional certified developer or Associate's Degree education requirements; or a minimum 8 years of relevant experience.
Cybersecurity Workforce (CSWF) Information Assurance Technical (IAT) Level II designation.
Experience in developing geospatial web and desktop applications in .NET framework via ASPX, C#, Visual Basic; and Java Script while leveraging ESRI and Oracle spatial products.
Experience with geospatial and/or database development and/or cloud transition strongly desired.
Experience working with existing military operational, scheduling, environmental, or range management information systems desired.
Knowledge of application programming, database design, GIS, Internet, intranet, extranet, and client/server architectures.
Knowledge of systems engineering, system design, and the software development lifecycle.
