SAIC is looking for a Systems Engineer - Requirements Management candidate to join an exciting program in Springfield VA , to support the customer in managing a portfolio of advanced capabilities in the maritime domain. The position is a Systems Engineering and Technical Assistant (SETA) supporting Enterprise-Level Systems Engineering (ESE) and focused on governance and implementation of lifecycle management processes and portfolio management at a Program Office level. Job duties for this position include, but are not limited to:
Requirements Management:
Perform bi-directional traceability of user capability needs to system requirements and characterize thresholds and objectives for validation.
Analyze stakeholder requirements to verify for completeness and accuracy of expected services and operational scenarios/use cases, conditions, constraints and sustainment in relevant operational environments.
Moderate and ensure consensus among stakeholders that requirements or system of interest model reflects agreed upon intentions.
Maintain currency of formal requirements management policies and procedures in synergy with program office objectives and establish best practices.
Track requirement changes and modifications and maintain verification traceability matrix ensuring that artifacts of compliance are clearly traced to the originating source document.
Schedule Management:
Function as the primary point of contact for the Program Office to develop, update and maintain the Program Office integrated master schedule.
Identify, verify, validate, and report Program schedule milestones and giver/receiver links across portfolios and projects.
Develop and maintain policies and procedures for management of schedule risk.
Recommend and solicit stakeholder buy-in to implement tools or other mechanisms to instantiate program schedule management processes.
Participate and/or lead periodic technical forecasting discussions to identify critical paths with impacts to capabilities or system development using systems engineering best practices.
Manage schedules and deliverables; track actions; brief status of efforts.
An ideal candidate will also be familiar with Acquisition Management, Risk Management, Configuration Management, Digital and Model Based Engineering Management, Test and Evaluation, and Operations and Sustainment planning and support. ESE support will assist the customer in standardizing the systems engineering practices and level of knowledge while bringing internal practices and processes into congruency with recognized systems engineering accrediting bodies and other Government Agencies.

Required skills:
Engineering experience coupled with program/project management level of overall cost, schedule and technical risk of the entire process to ensure systems are delivered on time.
Must have experience in one or more of the following: System Validation plans, System Verification Plan (System Acceptance), Subsystem Verification Pan (Subsystem Acceptance).

Experience with: Systems Engineering Modeling Tools (e.g., Cameo), MS Project, SharePoint, and Service Now (e.g., Strategic Portfolio Management).
Prior Systems Engineering or Program Management acquisition certifications from the Defense Acquisition University or equivalent authority.
