Additional positions may be filled from this announcement up to 90 days after it closes. Responsibilities Serves as a Management Analyst at a Defense Commissary Agency (DeCA) HQ facility. The primary purpose of this position is to perform various duties related to the records management lifecycle process to include accessioning, storage and disposition of DeCA records. Position responsibilities include: Provides guidance and assistance to other DeCA offices, Functional Area Records Managers (FARMs) and Records Custodians (RCs) on maintaining, storage, transfer of records, and practices regarding Publications and Knowledge Management initiatives and methods. Responsible for the DeCA Vital Records Program and Electronic Records Management (ERM) Program. Conducts electronic records management training for various DeCA offices, participates in program evaluations and staff assistance visits, prepares reports, and performs other records management program requirements. Assists system and functional program managers with the completion of records management checklists. Applicants must possess at least one year of specialized experience at the GS-09 grade level (or equivalent) by the closing date of this announcement to qualify at the GS-11. This experience may have been gained in the private or military sector. At the GS-11 applicants can also qualify on the basis of possessing a Ph. D or equivalent degree OR 3 full years of progressively higher graduate education leading to such a degree. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Inventorying records and analyzing processes to develop, implement, and update an effective vital records plan in compliance with applicable policies and procedures. Applying a wide range of qualitative and/or quantitative methods for the assessment and improvements for program effectiveness or the improvement of complex management processes and systems. Assessing the impact of existing and proposed records management automation initiatives against present policies and constraints. Education Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. The incumbent must successfully complete the National Archives and Records Administration (NARA) certification program for Federal Records Management and other records management certifications as deemed necessary by the Team Lead and RMO. The position involves access to or control over personal, private, sensitive but unclassified, controlled unclassified or proprietary information. The work of the position requires access to an DeCA IT systems. Travel by military and commercial transportation including air or land may be necessary in the performance of the officially assigned duties. Must be able to obtain and maintain security clearance eligibility based on appropriate background investigation.
