Title: HUMAN RESOURCES REPRESENTATIVE Location: United States-Virginia-Virginia Beach Job Number: 220003SK Job Summary: Serves as HR Representative either on site at an activity or in the HRSC responsible for a variety of Human Resources administrative support functions. Duties and Responsibilities: - Assists in the recruitment referral and placement of applicants. Serves as a point of contact for filing of applications for positions at all levels. Provides general information about vacancies and application procedures. Reviews applications submitted for completeness. Administers Stanton survey and criminal background checks. Forward completed surveys and forms for processing. Exercises tact and diplomacy in dealing with applicants. - Conducts initial processing of new associates selected for employment assuring the proper completion of all required forms. May conduct orientation training for new associates to familiarize them with basic personnel policies and associate benefits. Assigns payroll numbers provides time cards and enters data into automated system as appropriate. Conducts exit interviews for separated associates. - Performs support duties associated with the recruitment and staffing of non-management vacancies. Analyzes applicants qualifications against qualification requirements for position. Prepares staffing packages and selection folders forwards to selecting official. As applicable extends job offers and provides general information to prospective associates. - Processes a variety of personnel actions ensuring appropriate forms are completed and forwarded to the HRSC for further processing. - May prepare and maintain budget spreadsheets for the workforce transition program. Orders equipment supplies reference materials etc. Seeks out appropriate sources of supply completes required paperwork and reconciles purchase orders monthly. Receives sorts and routes incoming correspondence. Prepares and ships outgoing correspondence and workforce transition materials to activities affected by BRAC or business based closure. - Performs duties in connection with the administration of NES classification pay and performance appraisal programs. Updates and maintains records files including correspondence position descriptions wage tables staffing packages etc. Prepares annual listing of associate performance appraisals and due dates. Logs completed appraisals into HRIS database. Follows-up on overdue performance appraisals. - Maintains official personnel records compiles data and makes reports as required. Is responsible for the current and accurate maintenance of associate s personnel records and ensure privacy of data. - Assists in special projects such as classification reviews wage surveys and budget submissions etc. - Processes worker compensation claims in accordance with established procedures as necessary. - Reports to the Director HRSC or a designated supervisor who is available for advice and assistance. Carries out assignments independently exercising initiative and judgment referring difficult problems to supervisor. - Performs other related duties as assigned. Qualifications: GENERAL EXPERIENCE: 1 year general office clerical experience which has demonstrated the ability to perform clerical duties satisfactorily. SPECIALIZED EXPERIENCE: 1 year specialized experience which required the applicant to acquire the ability to apply knowledge of the rules regulations procedures and program requirements of one or more areas of personnel disciplines i.e. Staffing benefits compensation etc. SUBSTITUTION OF EDUCATION FOR EXPERIENCE: GENERAL EXPERIENCE Study completed in a college university junior college above the high school level may be substituted on a basic of one-half an academic year of study for six months of experience. A business or technical school or other comparable institutions above the high school level may be substituted provided such subjects as business English office automation business mathematics bookkeeping or accounting were studied. No credit will be allowed for training which has been obtained only or primarily basic skills of typing or refresher courses. SPECIALIZED EXPERIENCE For the first year of specialized experience study successfully completed in a college university junior college above the high school level may be substituted at the rate of one-half an academic year of study for six months of specialized experience provided the study included a minimum of six semester hours or the equivalent per year in subjects closely related to the personnel field. Such subjects include statistics psychology sociology or other social sciences English composition journalism or other courses where primarily emphasis is on writing skills public administration personnel administration industrial relations or similar courses dealing directly with subjects in the personnel field organization management and management analysis.
