Job Summary
There are multiple positions that will be filled at the Engineer II, Engineer III, Engineering Technical Specialist II, or Engineering Technical Specialist III level, commensurate with the successful candidates knowledge, skills, abilities, experience, and education.
This will be responsible for the development of protection and control design engineering packages for Dominion's Electric Transmission and Electric Distribution Substations.
Primary Responsibilities:
Create and modify protection and control design documents and drawings for substation projects including: relay functional drawings, logic diagrams, elementary diagrams, wiring diagrams, communications diagrams, relay panel arrangement drawings, and bills of material
Coordinate with and provide technical assistance to physical substation engineers, protective relaying engineers, communications engineers, transmission line engineers, material coordinators, panel wiring shop, and field technicians in order to fully develop the protection and control design package
Assist project management teams and conceptual engineering teams for the development of the scope of work and design requirements for substation engineering projects
Assist less experienced engineers and technicians by answering questions related to design packages and providing technical guidance on protection schemes
Independently develop system protection design package for complex projects using applicable standards
Performs other duties as requested or assigned.
Required Knowledge, Skills, Abilities & Experience
The knowledge, skills, abilities and experiences required for entry into this job include the following:
Engineering Technical Specialist II
3 years of relevant work experience in a technical role with a preferred Bachelor's Degree (Or 5 years of relevant work experience in a technical role with an Associate Degree; Or 8 years of relevant work experience in a technical role with a High School degree / equivalent) *Prefer three or more years of experience as a system protection technician, or demonstrated equivalent
Engineering Technical Specialist III
5 years of relevant work experience in a technical role with a preferred Bachelor's Degree (Or 7 years of relevant work experience in a technical role with an Associate Degree; Or 9 years of relevant work experience in a technical role with a High School degree / equivalent) *Prefer five or more years of experience as a system protection technician or demonstrated equivalent
Engineer II
Minimum of 3 years of engineering experience in Substation P&C Engineering, System Protection Engineering, or demonstrated equivalent (Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications) *Prefer 3 or more years work experience in protection and control applications
Engineer III
Minimum of 5 years of engineering experience in Substation P&C Engineering, System Protection Engineering, or demonstrated equivalent (Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications) *Prefer 5 or more years of work experience in protection and control applications
Having passed the Fundamentals of Engineering Exam (FE) is preferred
For Both Engineering Technical Specialist series and Engineer series:
Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications
Graduate of Dominion Energy's System Protection Development Program is a plus, but not required
Thorough understanding and knowledge of substation components and their functions
Firm understanding of the principles and practices for transmission lines, distribution feeders, and major substation equipment
Experience with electromechanical and microprocessor based protection and control systems
Working knowledge of Dominion's control design drawings with the ability to read, interpret, and verify accuracy of one-line diagrams, relay functional drawings, elementary diagrams, and wiring diagrams
Experience with AutoCAD or MicroStation is a plus; Experience with SAP and or project management software is a plus
Self-motivator who has the ability to work cooperatively in a team environment, but is comfortable independently seeking knowledge and information
Strong time management skills with the ability to independently plan and organize work assignments
Strong communication and interpersonal skills

Education Requirements
For Engineer II or III: Bachelor's in Engineering is required (see other required engineering criteria below)
Highly Preferred: Electrical Engineering Degree
REQUIRED ENGINEERING CRITERIA
For placement of a candidate in the Engineer job series, the following criteria must be met:
Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or ;
Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or;
Possess a 4-year engineering degree from a non-ABET accredited program and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or;
Possess a 4-year degree in Physics, Chemistry or Math and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or;
Holds or has previously held a valid U.S. Professional Engineer license
For Engineering Technical Specialist II or III: Preferred Bachelors degree
In order to be a titled Engineering Technical Specialist, you must meet one of the following criteria:
4-year Engineering Technology degree or 4-year degree in Engineering (not ABET-accredited); or
4-year degree in Physics, Math, Chemistry, Biology, Computer Engineering or other technical related discipline; or
4-year non-technical degree and post-graduate degree in Engineering Technology or Engineering (not ABET-accredited); or
Equivalent combination of education and relevant experience may be accepted in lieu of preferred degree
