3.0 Performance Requirements:
3.1 The DOTD Military Operations Advisor/Instructor will develop Operations 101 curriculum, not to exceed 40 hrs using FM 3-0 Operations, October 2022 as the primary source material and following the processes and procedures outlined in USAICOE Regulation 350-70 Learning Policy and Systems, 14 October 2022.
3.1.a Write Terminal Learning Objectives and Enabling Learning Objectives
3.2.b Create assessment strategy
3.3c Create course flow
3.4d Create lesson plans
3.4e Create student materials
3.4f Advise on the creation of digital training aids
3.2 The Contractor will conduct Operational Tryouts for the Operations 101 curriculum NLT at the end of 3QFY25.
3.2.a Conduct instruction per the developed curriculum
3.2.b Collect identified data on validation
3.2.c Modify curriculum as directed based on validation results
3.3. The Contractor will conduct Operations 101 training a minimum of 3 times during 4QFY25
3.4. The Contractor will provide actionable recommendations after reviewing select scenarios, practical exercises, and grading criteria.
4.0 Access and General Protection/Security Policy and Procedures:
- The Contractor will comply with applicable installation, facility, and area commander installation/facility access and local security policies and procedures (provided by a Government representative. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in Contractor security matters or processes.
- The Contractor entering the installation will be subject to on-the-spot instant identification card vetting and random-access measure inspections by the Fort Huachuca security staff. All individuals must be able to complete this requirement to enter the installation.
- The Contractor must have held the rank of CPT or SFC/MSG (at a minimum); however, a MAJ, or SGM is preferred.
- The Contractor must be a graduate of the MCOE or FCOE Captain's Career Course or Senior Leader Course/Master Leader Course (at a minimum); however, the Command General Staff College or Sergeants' Major Academy is preferred. One MCOE graduate and one FCOE graduate is also preferred.
- The Contractor must have at least two years' experience as a Brigade-level Operations officer/NCO in a FORSCOM maneuver or fires organization in the past seven years OR one successful year in the key developmental position of BCT S3 or BCT S3 OPS SGM.
- The Contractor must have separated from the Army no more than 3 years ago.
