Responsibilities Serves as the Business Operations Specialist in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is to work with DeCA suppliers, distributors, brokers, and manufacturers to position and reposition subsistence items identified for change or deletion, to monitor the inventory levels of deleted items in the supply chain, and to effectively work with industry partners to ensure the supply chain works smoothly. . Position responsibilities include: Provides customer assistance and serves as DeCA representative for military distributors and suppliers doing business with DeCA. The incumbent ensures availability of DeCA's stock assortment in all distributors throughout the United States (US), and ensures that new items are in distributor's warehouse stock for order by commissaries. Works with all parties (brokers, distributors, commissaries) to resolve problems encountered with deleted items, such as selling through items, in an effort to minimize this industry-wide problem. Analyzes inventory levels of deleted items at servicing distribution centers, makes recommendations and coordinates efforts to ensure deleted items are sold within negotiated time frames. To qualify for this position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Ability to analyze and evaluate the effectiveness and efficiency of supply replenishment programs. Knowledge of business practices and functional knowledge of inter-related systems such as DIBS, FDS, DSD and CAO, are required, as well as strong troubleshooting and analytical skills. Industry retail practices coupled with knowledge of the federal supply system to effectively resolve any number of issues that may threaten subsistence support. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. See the Required Documents section to learn what documents are necessary to show you meet this requirement. The next lower grade level for this position is GS-11. Current civilian employees must have completed at least 90 days of federal civilian service since their latest non temporary appointment from a competitive referral certificate, known as time after competitive appointment.
