The primary purpose of this position is to responsible for managing a variety of assigned activities that include but are not limited to the following: researching commercial software product capabilities; identifying capability gaps in current systems; conducting business process reengineering; outlining the problem (i.e., capability gap) in terms of an initial business case; defining and documenting functional requirements; developing the analyses of alternatives (AOA) study plan; supporting development of the Life-cycle Sustainment Plan; participating in source selection activities; developing the Capabilities Based Assessment (CBA); managing and supporting implementation teams and other teams as required in support of supply chain management system modernization. Position responsibilities include: Responsible for selecting, procuring, and implementing defined projects that support supply chain management modernization through business process and technology solution development using the Department of Defense (DOD) Business Capability Lifecycle. Serves as the focal point for all activity related to the Agency migration to a set of modernized, standardized business system projects. Develops and validates solution scenarios, business impact analyses, blueprinting as necessary, testing, training, deployment of a pilot and reaching initial operating capability. Responsible for achieving results through leading cross-functional subject matter expert (SME) teams in execution of the DOD requirements determination process. To qualify for this position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-12 grade level or equivalent to at least GS-12 under other Federal service pay systems, private sector, or military. Examples of qualifying specialized experience: Applying knowledge of commissary operations at store and enterprise levels that takes into account not only business processes but also policy and the impact that each discipline has on the other. Utilizing COTS software packages that support grocery supply chain management. Evaluating the effectiveness of the projects managed and in developing strategies for necessary improvements. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade.
