Responsibilities Serves as the manager of the Civilian Staffing & Classification Division in a Defense Commissary Agency (DeCA) location. The primary purpose of this position is to serves as the first-level supervisor of a staff of Human Resources (HR) Specialists assigned to the Staffing and Classification Division. Position responsibilities include: Works closely with the other HR Division Chiefs, the Director of Human Resources and other senior managers on a variety of complex Civilian HR issues such as Staffing, Recruitment and Classification. Provides technical guidance to senior staff and managers on Recruitment, Staffing and Placement Programs and special appointing authorities in the Competitive and Excepted Service. Serves as the Agency authority on program policies and procedures within the control of the Division and related program management, development, and evaluation throughout the agency. Coordinates and integrates numerous key complex program segments of the overall personnel-servicing program for the Agency. Conducts policy reviews to evaluate effectiveness of current policies and practices and/or develops proposals to change policy within one or more specialized HR fields. To qualify for this position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-13 grade level or equivalent to at least GS-13 under other Federal service pay systems, private sector, or military. Volunteer Experience: Your experience refers to paid and unpaid experience, including volunteer work done through a National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying Specialized experience: Employee serves as the Agency authority on program policies and procedures within the control of the Civilian Staffing and Classification Division and related program management, development and evaluation throughout the agency. Manages and directs several Agency-wide Civilian HR functions including commissary career program management, classification, recruitment and other related functions of the Staffing and Classification Division. Oversees the delivery of expert advisory services to management officials on a broad range of Civilian HR disciplines related to recruitment, Staffing and Placement Programs and special hiring authorities to include direct hire. Provides technical guidance to senior staff and managers on Civilian Recruitment, Staffing and Placement Programs and special appointing authorities in the Competitive and Excepted Service. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion. See the Required Documents section to learn what documents are necessary to show you meet this requirement. Current civilian employees must have completed at least 90 days of federal civilian service since their latest nontemporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens." Education Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date. Foreign Education. If using education completed in foreign colleges or universities to meet the qualification requirements, you must show a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or show that a U.S. accredited college or university has given full credit for the foreign courses.
