Title: EQUAL EMPLOYMENT OPPORTUNITY SPECIALIST (Disability Specialist) Location: United States-Virginia-Virginia Beach Job Number: 220001U6 Job Summary: The position is located in NEXCOM Equal Employment Opportunity Office and serves as an Equal Employment Opportunity Disability Specialist on the Equal Employment Opportunity (EEO) staff. The purpose of the position is to process reasonable accommodation requests, maintaining EEO reasonable accommodation data, assist with workforce analysis, reviewing EEO reasonable accommodation law, Special Emphasis for the persons with disabilities program and the development of Management Directive 715 - Part B. Duties and Responsibilities: Reviews and interprets the intent of new and existing legislation relating to the elimination of barriers which unduly limit or restrict the employment of associates and applicants with mental or physical disabilities who are otherwise qualified for NEXCOM jobs. Makes recommendations concerning NEXCOM policy on hiring, placement, and training, retraining advancement and retention of employees and applicants with disabilities including those associates who become disabled after appointment. Alternative Dispute Resolution - Incumbent works with the ADR Program Manager to coordinate and implement effective use of the ADR Program for workplace discrimination complaints related to the disability program. The incumbent assists the parties in clarifying their interests and identifying various resolution options. Incumbent works closely with management officials, employees, subject-matter experts, union officials, and personalist. Incumbent is also responsible for entering reasonable accommodation cases into the NEAT database, compiling reports, analyzing statistical data. May also conducts Reasonable Accommodation training for various locations within assigned areas. Special Emphasis Program - Responsible for assisting in developing, planning, coordinating, reviewing, monitoring, evaluating and/or updating assigned program activities which includes the Disabilities Program. Incumbent also assist the disability program manager in performing barrier analysis, reviewing personnel administration policies and program for impact on under representation of targeted groups. Also, assist the disability manager in extensive fact-finding, analysis and resolution of complex reasonable accommodation issues.. Collects and compiles statistical and other data, and conducts special studies to assess program shortcomings and progress used to improve participation of targeted groups. Directs and reviews reasonable accommodation requests to ensure requests are processed timely and within the purview of NEXCOM regulations. Assist the disability program manager in expediting effective reasonable accommodation, resolution and adjudication through the NEXCOM. Monitors RA program performance of assigned cases, develops recommendations and problem-solving techniques to ensure optimum program achievements and consistencies. Provides input into the development of NEXCOM wide Management Directive 715 (MD 715) concerning employment of individuals with disabilities. Monitors progress toward achievement of MD715 goals and program objectives to ensure barriers are identified. Maintains expert knowledge of the employment problems and regulations pertaining to issues of reasonable accommodation. Assists, develops and issues guidance on the preparation of reasonable accommodation progress. Manages the processes and requests for reasonable accommodation as outlined in the Agency's Reasonable Accommodation Standard Operating Procedures and Policy. Meets with responsible personnel prior to the completion of accommodation program to review results and assists responsible personnel in briefing management officials on potential resolution. Reviews accommodation case files for accuracy, appropriateness and completeness. Monitors status of accommodation requests at all stages in the process provides reports to NEXCOM or EEOC, as necessary. Provides feedback to disability program manager on matters involving employment of individuals with disabilities. Meets with state vocational organizations and a variety of other governmental and private organizations to promote employment of individuals with disabilities, and/or report on NEXCOM progress toward achieving program objectives. EEO Training - Ensure that EEO training is seamlessly woven throughout all employment related training and deployment of training as determined through barrier analysis. In consultation with the DEEOO. Upon request, will assist the disability program manager in developing EEO training for supervisory and non-supervisory employees to include the crafting and presentation of curricula. Presentations on Prevention of Sexual Harassment, No Fear, EEO ADR, and Reasonable Accommodation are examples are examples. EEO Data - Enters, tracks, monitors and maintains accuracy of EEO data in all DON-mandated systems (NEAT SYSTEM, etc.). EEO Case Law - On a regular and recurring basis, review EEO laws, court decisions, regulations and personnel policies to determine impact on serviced activities and recommends appropriate program and policy changes. Incumbent works under the general supervision of a designated supervisor who sets overall programs and objectives. Performs other related duties as assigned Qualifications: GENERAL EXPERIENCE Three years of experience in administrative investigative technical or other responsible work that demonstrated possession of the following skill in written and oral expression skill in investigating and analyzing problems skill to read understand interpret and explain technical material such as written regulations laws or court decisions skill in working effectively with others regardless of their socioeconomic background. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE 1 year of academic study above the high school level may be substituted for 9 months of experience up to a maximum of a 4 year bachelors degree for 3 years of general experience. AND SPECIALIZED EXPERIENCE Three years of progressively responsible experience including work of an analytical interpretative and judgmental nature. The experience must have demonstrated possession of knowledge of the principles practice laws regulations and methods of Federal EEO knowledge of personnel policies and practices skill in analyzing organizational policies and practices to identify barriers to EEO and to propose solutions to EEO problems and knowledge of the particular employment problems faced by women and minorities veterans the disabled workers over 40 years of age or other relevant classes of persons.
