Summary/Primary Purpose
The Systems Analyst will analyze existing systems for improvement, recommend new system processes, develop and maintain detailed reports of all service and system process changes, follow ITSM/ITIL best practices, and align with company goals while improving procedures and solutions to increase service and system performance. The Systems Analyst will focus on the design, development, update and analysis Navy C4I systems, focusing on component interface modeling and systems integration.
Essential Functions
Performs initial system analysis, including scope definition, problem analysis, requirements gathering and development
Evaluates systems and current processes
Evaluates performance, information, and formats
Develops procedures to improve existing systems
Advises on best practices
Plans and implements supportive services and system solutions
Enhances service and system performance
Presents key information to stakeholders for improvements
Estimates and establishes costs for upgrades and improvements
Addresses issues of existing systems
Compiles, writes, and distributes system process specifications
All other related duties assigned
Required Education/Years of Experience/Qualifications
Bachelor's degree from accredited college or university in business, computer science, or IT related field
At least 4 years previous experience in executing NAVWAR Engineering Processes
An understanding of current/future Navy C4I systems
Experience in the development of Navy acquisition-related documentations
Briefing experience
Administrative competence
DoD Secret Clearance is required
Desired Qualifications
ITIL Foundations certification
DAWIA (or DAWIA equivalency) Level I Certification in Program Management, highly desirable
Understanding of the U.S. Navy Organization (i.e. who SPAWAR customers are and their relationships to SPAWAR, chain of command, Navy protocol, drafting Fleet messages, etc.)
Ability to work both independently and as an effective team member
Expert proficiency with MS Office Products (Word, SharePoint, PowerPoint, and Excel)
Flexibility to cope with a fast-paced environment and emergent requirements
Analytical problem solver with a high attention to detail
Organized and process oriented
Excellent interpersonal communication and organizational skills to work with clients, team members, and other stakeholders
Engineering and Integration Savvy
Experience tracking administrative side of Engineering Installations
Experience with Shore Installation Handbook
Background in NAVSEA modernization of Afloat Network
Familiar with FRCB (Fleet Readiness Certification Board)
SPIDER Experience
Familiarity with NMCI
