Responsibilities Serves as the headquarters staff-level advisor providing expert technical advice and assistance to the mission and line program managers and operating HR Offices, in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is the information systems program. Thus, the paramount knowledge required of this position is Information Systems. The work of the position also requires the performance of special assignments and special projects.. Position responsibilities include: Serves as a headquarters staff-level advisor providing expert technical advice and assistance to the mission and line program managers and operating HR Offices. Plans, conducts and completes studies and projects in multiple program areas, providing staff level advice and services throughout the agency as a senior Human Resource Specialist. Has full technical responsibility for independently carrying out complex duties and projects involving HRM Program Development and/or program evaluation, or for providing complex HR operations services. Serves as the agency liaison between DeCA Headquarters and all DeCA HR service providers on all issues relating to HR information systems (i.e., Defense Civilian Personnel Data System). Prepares and provides training, advice and briefings to senior leaders, managers, supervisors and employees on compliance with personnel DoD accountability regulation, DoD and DeCA policy. Advises management officials on availability and conducts analysis of HR data and assists in retrieving, or prepares programs to retrieve, such data as appropriate. Provides HR data that meets a variety of customer requirements by accessing information systems, pulling required data, creating/modifying reports in Business Objects, and providing data analysis. Directs and provides oversight of a team engaged in special studies and projects affecting major programs and/or policies. To qualify for the GS-13 position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-12 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military. Examples of qualifying specialized experience for the GS-13: Develops policies, procedures and/or directives as needed relating to DoD HR information systems utilized by managers and employees. Manages the Personnel Accountability program for the agency. Responsible for managing the Fourth Estate Personnel Accountability and Assessment System (PAAS) to include updating organizational structure. Create data extracts for management to make informed decisions, utilizes programs like MS Excel to manipulate/merge data from different sources, utilizes systems such as SAP Business Intelligence to create/modify data extracts for AdHoc and recurring reports. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade.
