The Navy Business Group currently has a career opportunity for a fleet training senior functional area lead to provide Fleet deployment training exercise support leadership to Commander, U.S. Fleet Forces Command (USFFC) in Norfolk, VA.
The ideal candidate for this position is an experienced functional area lead and training SME in Navy exercise program task requirements. In addition, the candidate will have excellent public speaking, presentation, and time management skills, as well as a minimum of ten (10) years of applicable experience:
. Technical Lead, Program Lead, or Project Lead and subject matter expert for respective task requirements
. Master Scenario Event List (MSEL) development and execution processes
. Tactical/ operational planning, synthetic /live training exercises/ event execution, lessons learned and after-action reporting
. Conducting fleet training analysis/assessment to identify gaps, training needs and solutions
. Developing exercise/event timelines with required deliverables
. Engaging Senior Staff at the Flag Officer/Director/Manager level in both written and oral formats
. Adapting to a fast-paced, team-based environment and managing team performance
. Managing and prioritizing large, complex projects/deliverables involving numerous stakeholders
. Navy and/or Defense training operations, policy, doctrine, systems, and staff procedures, including an understanding of the Optimized Fleet Response Plan (OFRP), Fleet Response Training Plan (FRTP), Fleet Training Continuum (FTC) and other Navy training policies
. Public speaking and presentation skills
. Handling multiple priorities and interruptions with minimal impact on productivity/deliverables
. Team and/or project leader
Specific Functional Area duties include:
. Assist in the planning, execution, assessment, and oversight of Large Scale Exercise (LSE).
. Provide subject matter expertise on planning issues across the full spectrum of LSE exercise lifecycle.
. Support, analyze, coordinate, and provide administrative responses to formal, informal, emergent, and routine tasks concerning planning and execution of LSE.
. Provide recommendations and advice to USFF N7 government representatives in a variety of forums, meetings, conferences and working groups.
. Understand and support exercise lifecycle events.
. Provide subject matter expertise during planning, execution, and assessment events covering a broad range of planning topics (e.g., exercise control, opposing force (OPFOR), manpower, etc.).
. Assist in coordinating and updating USFF N7 government representatives on the day-to-day execution of ongoing exercise lifecycle events.
. Assist in researching, developing and/or coordinating various LSE event -hot wash- documents, AAR, and post-event analysis.
. Prepare calling, planning, and summary messages for exercise events.
Qualifications
REQUIRED EDUCATION / EXPERIENCE / SKILLS:
. U.S. citizen with Bachelor of Arts or Science degree and Secret clearance.
. Active military duty experience including recent fleet and Joint training experience, as well as operational experience at a major command / staff at the mid- or senior-grade officer level.
. Ten (10) years of technical, functional area management, and training analyst experience. (14 years in lieu of degree will be considered); see detailed tasks above.
. Ten (10) years of experience in Naval Operations.
. Two (2) years of experience in Naval exercise planning; four (4) years desired.
. Must possess proven written and verbal communication skills at the senior executive level, be able to act independently and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.
. Experience in use of MS Office (e.g., Word, Excel, and PowerPoint) products.
DESIRED EDUCATION / EXPERIENCE / SKILLS:
. Experience as an Echelon III (or higher) staff action officer.
. Comprehensive understanding of all phases of the OFRP / FRTP.
. Familiarity with the OFRP, FRTP and Fleet Training policy documents, including the Fleet Training Continuum (FTC).
. Understanding of the Fleet training Command and Control (C2) structure.
