Our Siemens Government Technologies Digital Solutions organization is actively recruiting for a Professional Services Resource Manager.

As a SGT Professional Services Resource Manager as part of the Services management team, you will manage a medium-sized Resource team. You will provide coaching in, and if appropriate, sets the direction in own area of responsibility for the development and delivery of Services consulting business and operations. Where appropriate, in partnership with the management team, you will contribute to the sales and services pipeline strategy, understanding the services contribution requirements.

You will manage personnel decisions such as recruitment, training and development, performance management, etc., in line with relevant regulations for area of responsibility. Participate in, and where appropriate, lead management meetings and, as appropriate, championing Resourcing issues and concerns. Contribute to, and where appropriate, lead the delivery of global initiatives originating from agreed global services priorities and strategy.

The Services Resource Manager will use in-depth experience and expertise of personnel and resource management to support the service delivery teams. The Services Resource Manager will manage and continuously improve resource management processes and functions. The Services Resource Manager will ensure that effective planning, management, and allocation of company and external resources are operationally effective and allow the company to be more efficient and effective leading to improved project outcomes.

The Services Resource Manager will negotiate the change of potentially broad personnel assignments to best meet and balance the individuals' growth needs and the overall assignment needs of the entire Services team projects.

Responsibilities & Duties:

People Management

- Provide advice and coaching to Services team on the development and delivery of Services Operations, Best Practices and Solution adoption using Siemens Methodologies and approaches in order for the customer to gain highest value from their PLM Solution.

- Where appropriate as part of the Services Management team, and in conjunction with HR, contribute to the setting of annual compensation and headcount plan (including any 3rd party mix targets) within the Services organization in line with Global guidelines.

- Working with the appropriate 3rd party or internal support functions and within the appropriate headcount policies and Country plan, take ownership of and drive the recruitment and selection of relevant Services staff for own team, Country or Vertical.

- Take ownership of and/or contribute to the Services workforce and succession planning process for a Country or Vertical in order to align the Services team with future Country or Vertical business needs.

- Contribute to, and where appropriate, lead the creation and communication of Country or Vertical Services plans and associated individual goals ensuring that individual performance and bonus objectives are aligned with the Country Services strategy.

- Undertake regular performance appraisals for direct reports according to Siemens People & Organization processes and identify any performance problems. Manage any subsequent mitigation process, drawing support from suitable internal functions such as People & Organization to ensure adherence to Siemens policy and legal requirements.

- Where appropriate, ensure suitable learning and development plans are established for direct reports, with support from L&D or People & Organization Business Partner in order to meet legal and mandated requirements, build talent pool, provide access to career development, prepare individuals for promotion and build required competence to meet future needs.

Resource Management

- Champion, lead, mentor the company resource management function.

- Ensure an effective and efficient balance of supply (resources) with demand (projects).

- Ensure that resource allocation, availability and forecast overviews are accurate and up-to-date and completed in a timely fashion

- Compile and analyze resource management reports (available resources, current resource allocations, resource needs due to changing project needs, etc) for delivery to management and delivery Operations.

- Liaise with delivery Operations leads in fulfillment of project staffing requests, prioritizing resource requests and resolving resource allocation conflicts for the project assigned.

- Manage the production of regular service delivery Operations overviews giving vital resource

information (allocation, assignments, resource conflicts, resource needs, training needs/opportunities) to delivery Operations leadership and staff

- Defines and coordinates the introduction and implementation of new Resource Management

tools, infrastructure, and processes.

- Drive the Executive Interlock process. This involves monthly meetings with the Executive team to provide management data and interpretation of forecasted resource supply and demand, and recommending actions (hiring, training, reductions, etc.) for management decisioning; this also includes conducting weekly / bi-weekly meetings with managers and other service delivery leads to collect and validate updated staffing information.

- Provide workload balancing, prioritization, resource scheduling, and integration of resources into multiple projects in order to maintain optimal utilization of resources.

- Work with People & Organization on planning and executing candidate sourcing, whether through third party partners, or through recruiting new hires. In addition, work with People & Organization to identify skills requirements of delivery Operations to drive internal staff training and development

- Create and manage relationships with vendor partners who can provide staffing resources. For each offering, manage preferred partner list based upon past performance and other appropriate measures.

- Conduct research to identify alternate staffing solutions and/or alternate processes for

improvement

Requirements:

- At least 5-7 years work experience in resource management or management of IT project-based services

- Ability to develop a vision and implement the vision in a pragmatic, balanced way

- Exceptional communication, influencing and analytical skills.

- Highly skilled in use of spreadsheet tools e.g. Excel

Preferred:

- RMCPR certification is preferred to provide needed resource management process knowledge

- Familiarity with forecasting processes and tools

Security Clearance:

-Must be US citizen and have the ability to obtain a federal government security clearance, if later required.

-The salary range for this position is $116,900.00 to $175,400.00. An annual incentive target also is part of the compensation package for this position. The actual wage offered may be lower or higher depending on budget and candidate experience, knowledge, skills, qualifications, and premium geographic location.
