Key Responsibilities
Seeking a Senior Intelligence Exercise Planner to support the Fort Huachuca Intelligence Battle Lab (IBL) with annual Vanguard experiment planning products and events. In this role, you will prepare and integrate the IBL experiment concept, scenario, and briefing materials for inclusion as a component of overall Vanguard plans. You will work directly with stakeholders to develop learning demands, performance metrics, and measures suitable to assess new concepts, capabilities, and technologies explored and demonstrated in experimentation. You will assist with developing and implementing operationally relevant experimentation vignettes that include operational planning documents, events, triggers, and exercise functional capabilities. You will generate presentation items to include intelligence-related planning documents, risk assessments, analysis summaries, and event reports in accordance with contractual requirements. You will lead or participate in meetings (in person and virtually), document and communicate results from experimentation event proceedings and after-action reviews, and brief Senior Leaders as required.
You will address monthly performance (technical progress and running risk assessment) and experiment schedule status (as it relates to the approved experiment schedule to include any mitigation plans). You will identify potential issues affecting the experiment's execution, schedule, or cost. You will prepare reporting deliverables to plan, inform, and capture lessons learned from experiments within the established event timelines. Develop and publish technical reports, technical support plans, analysis results, briefing charts, timelines, multi-media presentations, and trip reports as appropriate to support all internal and external experiments, events, meetings, projects, and conferences. Reports shall thoroughly document discussions, findings, and issues and be in the proper predefined government format. You will assist in developing key reporting including, but not limited to, Draft Analysis Plans, Experiment/Event Initial Planning Conference (IPC), Experiment/Event Mid Planning Conference (MPC), Final Analysis Plan, Event Collection Plan, Final Experiment/Event Collection Plan.
Minimum Qualifications Requirements:
Possess a Top-Secret clearance with eligibility for SCI access.
Demonstrate 15 years' experience in intelligence operations in support of authorized intelligence activities within the past ten years.
Military experience shall include a minimum of 5-8 years planning Brigade or higher echelon exercises or exercise-like equivalent events (e.g., Combat Training Center), experience planning and executing test events for Army programs of record, or experience designing, planning, and executing Army experiments.
Possess hands-on experience or a basic knowledge and understanding of Army Intelligence systems in the current fielded force and how they are employed by Military Intelligence (MI) organizations and platforms.
Military experience shall include key senior-level MI positions within the operational force or INSCOM units.
Possess superior writing and oral communication skills, including the ability to brief General Officer/Senior Executive Service leaders and anticipate their questions.
Preferred Skills & Experience:
Experience developing operations-view and systems-view architecture graphics.
Experience with military robotics applications and human-machine integration.
Experience with planning Counter-ISR into training exercises.
Experience with Warfighter exercises and Division level planning.
Experience with exercise planning at the Corps or Joint J7 level.
Experience working with commercial vendors to analyze and integrate emergent technologies and capabilities.
Project Management experience.
