CACI is actively seeking to hire an Analyst for the C5ISR Modernization Process to help support the Naval Surface Warfare Center, Corona Division, at the Commander, Naval Surface Forces Atlantic, N6 ACOS, in Norfolk, Virginia.

What You'll Get to Do:

  • Support the Force Modernization Officer with Fleet Modernizing efforts.

  • Provide expertise in evaluating risk, aligning capabilities to requirements, and executing the C5I Modernization Program (C5IMP) process from the TYCOM perspective.

  • Electronically sign the SCD concurring with the Index values and comments in NDE-EP; including a recommendation for approval/disapproval.

  • Develop internal processes, reading lists and other applicable material to ensure adequate resources are available to the SMEs.

  • Enter supporting qualitative comments into NDE-NM based on internal staff and other SME inputs.

  • Serve as a voter for the NMP Decision Boards.

  • Serve as installation approval authority for fully mature SCDs/Alterations, emergent SCDs/Alterations, and risk assessments for SCDs/Alterations missing critical milestones.

  • Ensure Navy Modernization milestones are met.

  • Track SCDs/Alterations approved for installation with risk in assigned platforms and ensure timely completion of outstanding requirements.

  • Collaborate with Commander, Naval Surface Force Atlantic (CNSL) staff C5I modernization officers and CNSL staff N43/N46 officers to research, analyze and recommend courses of action (COA) that optimize OPNAV, Fleet and Force annual, mission and vision updates.

  • Coordinate and adjudicate ship alteration maturities through the Navy Modernization Process (NMP) and Navy Data Environment (NDE), Afloat Master Planning System (AMPS) and Naval Tool for Interoperability Risk Assessment (NTIRA) to research status of Ship Change Documents (SCDs) within the SHIPMAIN process.

  • Review and analyze requests to install C5IMP upgrades via U.S. Naval message or the Electronic Configuration Control Board (ECCB).

  • Effectively resolve conflicts in modernization with ships schedules, CMAVs and window of opportunity (WOO).

  • Develop new processes for Late Adds, Target Configuration Date (TCDs) waiver requests and emergent needs against ship requirements; prioritize TYCOM needs.

  • Draft, respond, and route Naval messages for endorsement; to include identification of risks to the Fleet in coordination with SYSCOM requests.

  • Analyze Navy Data Environment (NDE) risk form contributions for maturities through all phases of the SCD process.

  • Validate applicable certifications and maturity elements for completeness and accuracy, including the liaison with Combat Systems Port Engineers, ISIC's, PARM's, NAVSEA baseline managers, and Fleet Commander Representatives to ensure MARMC, AITS, and Ships' Forces can execute the FRP in an integrated environment, with the latest approved technologies.

  • Research shipboard modernization equipment installation requests from Program Acquisition Resource Manager's (PARM's) for the installation of C5I hardware and software to be installed on all LANTFLT and FDNF ships IAW fleet directives.

  • Validate accuracy and completeness of ship Modernization Baseline changes; provide technical recommendations and input for voting approval by the TYCOM.

  • Validate all applicable certifications and maturity elements are complete and accurate. Liaise with the Combat Systems Port Engineer, ISIC's, PARM's, NAVSEA baseline managers, and Fleet Commander representatives to ensure our forces can execute the FRP in an integrated environment, with the latest approved technologies.

  • Create Quarterly Alteration Installation Team messages for LANT Surface Ships' planned alterations during TYCOM availabilities.

  • Produce the Quarterly Installation Scheduling Message (QISM), which is governed or mandated by the Navy Modernization Process Management and Operations Manual (NMP-MOM).

  • Maintain research document library on SURFOR WEB; routinely update information for accuracy. Utilize materials in the processing of PARM's requests, Weapon System Integration Agent (WSIA), Weapon System Explosives Safety Review Board (WSESRB), Weapons System Concept Demonstration (WSCD) and C5IMP certifications and directives.

  • Track the maturity progress of installation requests employing a web application developed by CNSL N6 and tailored to track and update the approval process on the SURFOR WEB.

  • Process and author Risk Assessment messages, Late Add messages, Non-Permanent Change (NPC) requests and emergent install messages for surface combatants within an hour of notification.

  • Liaise with N8 Warfighting Requirements and Assessment division and other key stakeholders for Flex, NPC and temp alterations to increase capability and support long-term deployment and adaptation of technologies.

  • Maintain working relationships with Systems Commands (SYSCOMS) such as NAVSEA, NAVAIR and SPAWAR FRD to execute the C5IMP planning process.

  • Maintain working relationships with baseline managers, program offices and Fleet Forces.

  • Align Quarterly ship class electronic Target Configuration Date (eTCD) requirements, with Optimized Fleet Response Plan (OFRP) and operations to mitigate readiness gaps.

  • Draft project plans to meet Surface Warfare alterations for the OFRP of ship life cycles to facilitate modernization evaluations against system priorities and other program objectives or mandates. Ensuring the adequate infrastructure is in place for project success. Applies strategic policies to meet mandates for Navy modernization, and acts as a fiduciary advocate to prioritize funds associated with alterations, to include SecNav Waivers.

You'll Bring These Qualifications:

  • Must be a U.S. Citizen and be able to acquire a SECRET security clearance.

  • Bachelor's Degree or equivalent experience.

  • 10+ years of US Navy experience.

  • Knowledge of US Navy maintenance philosophy.

  • Understanding of reliability principles.

  • Project Management certification a plus.

  • Ability to support, communicate, and liaison with U.S. Naval Officers, senior enlisted, civil service.

  • Proficient in Microsoft Office.
