Government Technology Operations (GTO) is a Performance Unit within Critical Mission Solutions (CMS) Line of Business. GTO has contracts across the United States with the Navy, the Environmental Protection Agency (EPA) and the National Aeronautics Space Administration (NASA) where we provide Engineering, Science, Technology and Asset Management Services. GTO currently has approximately 1100 employees currently supporting eight government contracts and providing Asset Management solutions to clients around the world.
Assists with preparation of solicitation of subcontracts, vendor agreements, consultant agreements, NDAs, teaming agreements, purchase orders, MOUs, and inter-organization work transfers
Performs due diligence research for subcontractors, vendors, and consultants
Reviews contract documents and informs Contracts Manager/Project Manager of any issues found. Reviews prime contract documents for FAR compliance issues and ensures compliance with those FARs throughout contract performance
Notifies applicable parties of new contracts, modifications, renewals, subcontracts, and all other critical actions that effect the contract and subcontracts by email distribution
Participate in negotiations with subcontractors, vendors and consultants
Works with Legal and Contracts to resolve subcontractor disagreement of terms and conditions, execute contract terminations or to file a claim as required
Maintains the official subcontract/vendor/consultant files
Maintains subcontracts, vendor agreements, purchase orders and consulting agreements data in spreadsheets/accounting system
Reviews and internally routes subcontract modifications/task orders for changes needed and updates spreadsheets/accounting system and contract detail sheets/DCAA Briefs
Assists with contract closeouts
Reviews documentation and coordinates with the General Manager/Project Manager for all necessary information and obtains proper signatures
Maintains and distributes official subcontract, subcontract modification and subcontract task orders as requested.
Responds to inquiries, provides reports containing all requested contract data, analyzes incoming correspondence for action required, researches and resolves problems related to day-to-day contract administration and associated operational issues
Ensure compliance with company policy and procedure
Support internal and external audits

Education
Bachelor's degree required
Business or legal specialization preferred
Experience
Minimum two (2) years' related experience and/or training in accounting, subcontracts, project management (services or construction), construction management
Two or more years working on government contracts preferably US Air Force, Navy or NASA
Preferred Skills
Understanding of contract requirements, risk management, contract documentation, and procurement for services and construction services.
Experience with SHAREPOINT is preferred
Expert knowledge of Microsoft Word and Excel required
Ability to read, analyze, and interpret general business procedures and governmental regulations(Federal Acquisition Regulations)
Ability to write effective business correspondence and subsidize language in contracts
Ability to effectively present information, receive and respond to questions from groups of managers, clients, and customers both orally and in writing.
Ability to interface with subcontractors to negotiate, resolve disputes, and make sound business decisions.
Advanced organizational skills are required.
