The primary purpose of this position is to provide complex technical advise, assistance and support of the DeCA Order Processing Point (OPP), the support center for overseas commissaries. Position responsibilities include: This position is located in the Defense Commissary Agency, Infrastructure Support Group. The incumbent provides complex technical advice, assistance and support of the DeCA Order Processing Point (OPP), the support center for overseas commissaries. The incumbent provides automated fiscal accountability, inventory management and distribution support of semi-perishable and perishable subsistence to the European theatre, to include Lajes, Azores, and the Caribbean (Puerto Rico and Cuba) Overseas Ordering Point (OOPs) and select shipments to Cairo, Egypt. Has knowledge of the organizational structures, as pertains to the commissary operating system. Uses a variety of regulations, directives and guidelines requiring some judgment and interpretation in application. One year of specialized experience equivalent to at least the GS-07 grade level or equivalent to at least GS-07 under other Federal service pay systems, private sector, or military OR a Master's or equivalent graduate degree OR 2full years of progressively higher level graduate education leading to such a degree or LL B. or J. D. if related. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Possesses an extensive knowledge of inventory management operations. Monitors performance to identify problems affecting OOP and CDC operations and processes solutions to correct them. Ensures availability of required commodities within the distribution network and internal cataloging and contracting systems. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion.
