This opportunity will provide technical leadership and systems engineering and integration support to the Systems Planning and Technical Leadership Branch/(EV71) in support of the Space Launch System (SLS) Exploration Upper Stage (EUS) Element and the EUS Lead Systems Engineer (ELSE). The candidate chosen for this position will serve as the technical manager for the development of EUS requirements, verification planning, and system analysis efforts. The EUS Alt. LSE will work closely with the EUS Chief Engineer (CE), the EUS engineering Discipline Lead Engineers (DLEs), and the engineering branch management to define, prioritize, and direct critical systems level engineering work.

The successful candidate will assist the EUS ELSE by leading the EUS Element team, coordinate with the EUS Prime Contractor, represent the EUS Office EUSO ELSE in SLS integrated vehicle level meetings, report to EUS management, and support data deliveries. The candidate chosen for this position will provide leadership and/or support for the development of key systems engineering products for the EUS Element and shall support subsequent activities where these products are assessed and matured.

Specific support to be provided and performed includes, but is not limited to the following:

  • Provide day-to-day leadership and guidance to the EUS SE&I team to ensure that technically accurate, high-quality products are developed in accordance with identified tasks.

  • Serve as an Acting LSE to assure consistent leadership of the SE&I team as well as ensure the successful accomplishment of all SE&I activities during the absence of the LSE.

  • Produce or assist the LSE in generating status reporting associated with technical metrics, issues, and schedules.

  • Assist the LSE with technical integration and planning efforts associated with program/project milestones and key decision points.

  • Guide and evaluate EUS prime contractor efforts and assess technical progress in relation to the established schedule and resources allocation.

  • Utilize engineering tools to create strategic plans and schedules to capture and manage the EUS Element processes and required products.

  • Exercise technical aerospace engineering knowledge, insight, and judgment to identify and support resolution of technical failures, performance deficiencies, and design faults on systems, equipment, and/or hardware.

  • Provide cross-organizational communication and guidance which may include collaborating with other NASA Centers and Agencies as well as negotiating the roll-up and integration of engineering requirements, resources, and schedule plans.

  • Identify, describe, and communicate potential risks related to products, processes, and interactions associated the EUS SE&I efforts and provide recommendations to resolve issues/roadblocks inhibiting team members success.

  • Work closely with the LSE, the CE, the Project Manager, and other support personnel within the SLS, EUS, and Stages program/projects to plan, manage and develop the necessary artifacts to support Certification for Flight activities.

  • Participate in document, programmatic/technical milestone reviews to evaluate planning as well as assess internal EUS products.

  • Lead/participate in reviews, meetings, trade studies, task teams, working groups, Technical Interchange Meetings (TIMs), conferences, and training which may involve travel to NASA Centers and/or contractor facilities.

A degree in aerospace, mechanical, systems or a related engineering field or discipline is required as well as experience with developing, leading, and executing aerospace systems engineering for complex space systems and/or vehicles aerospace systems engineering and/or operations engineering is required. A degree from an ABET accredited university is preferred. Typically, educational requirements are the equivalent of a BS with at least 25 years of experience, or a master's with at least 23 years of relevant experience.

The candidate is required to have:

  • Experience developing and documenting requirements, processes, and/or procedures associated with aerospace launch vehicle/flight hardware design, development, production, test, and verification.

  • Experience using technical project management techniques to integrate solutions to issues, to organize and lead technical discussions, and to facilitate task team participation of document/data reviews.

  • Demonstrated experience and skills developing and delivering project briefings, negotiating, and collaborating to resolve complex technical problems, and breaking down complex problems or issues into manageable pieces.

  • Technical project management expertise needed to develop integrated solutions to issues, to organize and lead technical discussions, and to facilitate task team participation of document/data reviews.

  • Experience performing systems engineering and integration tasks associated with the planning, scheduling, organizing, leading, and facilitating of design/technical/programmatic reviews.

  • Knowledge of complex systems engineering life cycle end-to-end development ranging from requirement development to functional design definition to hardware integration to requirement verification that ultimately leads to flight certification.

  • Experience assessing potential or existing system-level issues and risks and identifying resolution or mitigation efforts to address them.

  • Excellent written and oral technical communication skills - must be able to clearly define and describe a technical subject to peers across various engineering disciplines.

  • Intermediate skills using Microsoft Office Suite (Word, Excel, PowerPoint, Teams, & Outlook).

Desired qualifications and experience (presence of one or more of these qualifications will be used as a selection factor):

  • Knowledge and understanding of the Space Launch System (SLS) program or EUS Element.

  • Experience in project planning and technical integration.

  • Familiarity with NASA Systems Engineering policies and procedures related to technical management.

Essential Functions

Work Environment

Office environment. Requires ability to provide clear, concise, accurate and timely communication, both verbally and in writing (100%). Requires ability to interact professionally with co-workers, management, and client (100%). Requires travel in the domestic USA (<15%)

Physical Requirements

Requires sitting for extended periods of time in meetings with peers, management, and with our client at NASA facilities to discuss technical issues (10%). Also, requires sitting for extended periods of time at a desk to write reports and perform engineering tasks (40%). Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and our facilities (10%).

Equipment and Machines

Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment (100%).

Attendance

Normal workday is from 7:30 a.m. through 4:30 p.m., Monday thru Friday. Minimal overtime may be required (10%) to meet schedule milestones and to support technical demands of the job. Regular attendance is a necessity and adequate arrangements for delegating duties during absences are required.

Other Essential Functions

The ability to work independently with minimal supervision, to make rational decisions, and to exercise good judgment is essential (100%). Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others.
