The NASA Langley Research Center (LaRC) High Pressure Air System originates at the Compressor Station and consists of the West Area High Pressure Air System and the East Area High Pressure Air Distribution and Storage. The West Area High Pressure Air System is comprised of three (3) major subsystems integrated such as to operate as one large and flexible air supply system: Air Compression (three 6000 psi compressors), Air Storage (two bottle farms), and Air Distribution across the Center. The East Area High Pressure Air System supplies a maximum pressure of 2400 psi to the East Area facilities.

Responsibilities:

The Facility Safety Head (FSH) is responsible for ensuring that the Compressor Station and air distribution equipment and systems are operated safely by trained and certified personnel using approved procedures and methods. The FSH will undergo a training and certification program consisting of four phases - each phase will consist of reading/learning written materials pertaining to LaRC rules, guidelines, and procedures, review and understand high pressure air generation and distribution systems and processes, understand user needs at distribution facility interfaces, become familiar with support resources from across the Center, and demonstrate practical knowledge of knowledge learned. The FSH will complete board reviews with a review panel that will evaluate the candidate for readiness to take on the role of FSH.

FSH duties include, but are not limited to:

- Review and approve proposed modifications to compressor station and air distribution systems.

- Review and approve proposed modifications to facility/system drawings, operating procedures, and maintenance instructions.

- Ensure facility drawings, operating procedures, and maintenance instructions are maintained under configuration control.

- Participate in the test life cycle from test inception, test planning and reviews, model installation into the test section, testing, and model removal from the test section.

- Represent the Compressor Station as the authoritative source for planning, organizing, directing, and implementing system safety requirements.

- Evaluate, coordinate, monitor, and accomplish engineering systems safety analyses to support facility operations, maintenance, repair, and upgrade/enhancement.

- Provide control of safety interlock systems.

- Identify and resolve safety issues. Ensure mitigations and controls are identified and implemented.

- Promptly and clearly inform management of cases where abnormally high risks are identified.

- Ensure personnel are properly trained and certified through accepted training programs.

- Maintain the personnel training records in the Facility Resume.

- Maintain the information and records contained in the Facility Resume.

- Review the work proposals for maintenance activities or new construction by CMOE and outside contractors. Ensure the work plans properly identify the hazards and include the proper mitigations and controls.

- Monitor and ensure the proper use of safety permits when necessary.

- Conduct monthly facility safety inspections to ensure facility office spaces and work areas are free of hazards and are maintained in habitable conditions in accordance with LaRC regulations.

- Conduct monthly safety meetings.

- Support Center level safety initiatives.

- Potentially serve as the alternate FSH for one or more other facilities at LaRC.

The FSH will have a working knowledge of systems being operated in accordance with LaRC and facility procedural/safety requirements/directives and standard operation procedures. System/equipment types include:

- Compressors

- Dryers

- Air Storage Systems

- Air Distribution Systems

- Cooling Towers

- Closed-Loop Water Systems

- Oil Separator

- Building Steam

- Vent System

- Service air system

- Process Instrumentation, Control & Interlocking

- Condition Monitoring System

Qualifications:

US Citizenship required. Must be able to obtain and maintain a security clearance. BS degree from an accredited engineering school and five (5) to eight (8) years of related engineering experience, or a MS degree and four (4) to six (6) years of related engineering experience, or a Ph.D. degree and two (2) to four (4) years of related experience. A candidate that lacks the BS degree, but has extensive direct, demonstrated experience may be considered. Strong background in facility system and environmental safety and in mechanical and electrical system analysis required. Familiarity with high pressure systems, NASA operations, Programmable Logic Controllers (PLCs), Root Cause Analysis, personnel training, and configuration management desired.

Essential Functions

Work Environment

Facility, Operations, and Equipment (75%) -- Work tasks may expose the Facility Safety Head to high noise levels, safety hazards, hazardous materials, and chemicals, and active, dormant and in-process of build-up industrial facilities. Office environment - (25%)

Physical Requirements

Visual and physical (hands on) contact of test related systems, hardware and articles.

Ability to distinguish basic colors.

Corrected vision and adequate hearing always.

Must be able to walk, stand, bend, twist and sit for extended periods as well as climb and crawl.

Must be capable of lifting to 35 lbs.

Must be able to use the following (with appropriate training/certifications and personal protective equipment provided)

Must be able to perform tasks from a Platform or A-frame ladders up to 12 Ft.

Must be able to perform tasks from Extension ladders up to 24 Ft.

Must be able to perform tasks from an aerial lift operated by a certified operator.

Equipment and Machines

Standard office equipment (PC, MS Office Suite or equivalent, telephone, fax, etc.).

Safety and personal protective equipment.

Drive a car (defensive driving training provided).

Attendance

Regular attendance at the Compressor Station is mandatory (100%).

Occasional overtime/work outside normal schedule may be required (<20%)

Travel is not anticipated. (0%)

Other Essential Functions :

U. S. citizenship is required. Valid driver's license is required. Must be able to work in a team atmosphere. Must put forward a professional behavior that enhances productivity and promotes teamwork and cooperation. Grooming and dress must be appropriate for the position and must not impose a safety risk/hazard to the employee or others. Must be able to obtain and maintain a security clearance. CMOE employees will exercise diligence when developing a Safe Plan of Action (SPA) for each task performed. (The SPA is a Company provided tool to be used for the prevention of incidents, accidents and injuries.)
