The Navy Business Group currently has a career opportunity for a Quantitative Fleet Feedback (QFF) Support senior training analyst to provide fleet training data collection and assessment support to Commander, Carrier Strike Group FOUR (CSG 4) in Norfolk, VA.

The individual in this position will provide QFF program analysis support and serve as a fleet training program analyst performing a variety of routine and non-routine tasks associated with training assessment and reporting using the Navy Warfare Training System (NWTS) and Navy Training Information Management System (NTIMS) for the CSG-4 staff. The candidate must be knowledgeable of all phases of the Fleet Readiness Training Plan (FRTP), as well as amphibious ready group and carrier strike group operations.

Training program analysts have experience at the senior level including supervisory experience. In general, they review program (specific) data, evaluate program plans / changes, and assist in the preparation of documents with various senior-level, civilian and military stakeholders. They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required. Training program analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies. They are subject matter experts (SME) in their fields of expertise.

The ideal candidate will have at least five years' experience in naval Fleet Synthetic Training (FST) evaluation, data entry experience with database systems (e.g., NTIMS and Navy Mission Essential Task List [NMETL] Readiness Assessment Software [NRAS]); the flexibility to operate multiple computer programs simultaneously (e.g., MS Excel, MS PowerPoint, Chat, Simulation Disposition [SIMDIS] 3-D Analysis and Display Toolset, and Global Command and Control System-Maritime [GCCS-M]) and familiarity with and experience operating Joint After Action Report - Resource Library (JAAR-RL). In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least five years of applicable program analyst experience in:

. U.S. Navy training operations, policy, systems, and staff procedures.

. Managing/ prioritizing large, complex projects involving numerous stakeholders.

. Leading working groups and cross-functional teams.

. Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.

. Engaging Senior Staff at the Flag Officer/Director/Manager level.

. Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.

Specific Functional Area tasks include:

. Provide program and technical support to project leads for Numbered Fleet Commanders, Task Force, Strike Group, and Amphibious Readiness Group (ARG) commanders, CSG-4/15, Expeditionary Strike Group 3 (ESG-3), Tactical Training Group Atlantic/Pacific (TTGL/P), and other training commands' implementation of the NWTS.

. Provide training to training command staff and other personnel on Defense Readiness Reporting System (DRRS), NRAS, NWTS, and Navy Warfare Training Plans (NWTP), when required.

. Provide program support to government project leads for training plan review and management for CTF, group, and warfare commanders and coordinators.

. Facilitate working groups for training plans and performance standards development and support updates to ensure plans comply with USFF/CPF 3501.3 Fleet Training Continuum (FTC) guidance.

. Create and provide current, accurate, and complete DRRS and NRAS Business Intelligence (BI) reports for use by Fleet personnel when required.

. Determine data acquisition, data collection, replay, reconstruction and analysis, debrief, and assessment requirements for QFF supported exercises.

. Assist government project leads with planning, coordinating and briefing data acquisition, data collection, replay, reconstruction and analysis, debrief, and assessment requirements.

. Attend exercise planning and coordination events and other conferences to coordinate support requirements.

. When required, facilitate exercise assessment syndicates and working groups.

. Provide capability briefs and demonstrations on data acquisition, data collection, reconstruction and analysis, and debrief tools and processes when required.

. Provide administration and maintenance support on training and performance assessment databases for CTF, ESG, CSG and ARG commanders, warfare commanders, coordinators, and individual deployers based on performance standards for up to five or more exercises simultaneously.

. Maintain and develop data collection plans, worksheets, and databases based on training plans and performance standards.

. Prepare and run quality assurance (QA) checks for up to 12 databases per exercise and 30 MS Excel collection spreadsheets per database using NRAS or other applicable software/systems.

. Receive and process performance data up to four or more times daily for up to 24 or more assessment areas per database and ensure all received data is captured, accurate, and complete.

. Provide at least daily performance standard feedback reports to trainers on each assessment area from each database based on the most recent data submitted.

. Assist government project leads in developing performance debriefs which are presented to senior military personnel using MS PowerPoint or other required software programs using reports created from the performance databases.

. Archive and retrieve performance data to support future data calls, perform historical and statistical analysis of archived data, and provide current, accurate and complete analysis reports to government project leads.

. Assist in data collection instrumentation installations and de-installations on surface ships.

. Attend tool development and process improvement events when required.

. Provide recommendations to government project leads on opportunities to improve Navy training, readiness reporting, and performance assessment; and efficiency and effectiveness of the QFF program.

. Provide data collection, reconstruction and analysis of training plan events/sub-events and develop graphical representations, screen shots, reports, charts, replays and other products to government project leads using data collection and display tools, including the JAAR-RL, SIMDIS, Performance Evaluation Tool, GCCS-M/J, Common Operational Picture (COP) Measures of Effectiveness (MOE), chat and voice communications systems, and MS Office products for download or display on web pages and personal computers.

. Provide C3F maritime operations center (MOC) METL support and C3F Defense Readiness Reporting System-Strategic (DRRS-S) reporting support to C3F project lead. Gather metric data, comments or other required reports from C3F MOC stakeholders and CSG staffs to populate C3F DRRS-S database within specified periodicity.

. Extract DRRS readiness data and perform comparative analysis upon demand by senior leadership.

. May be required to travel up to 25 percent of the time, including support of underway missions (up to 12 hours per day) for extended periods (up to 45 consecutive days) or work extended hours ashore. These consecutive underway or ashore periods may include weekends and holidays. Additionally, CONUS and OCONUS travel may be required to attend exercise planning events, training plan development or data collection tool development working groups or support data collection during exercises.

Qualifications

REQUIRED EDUCATION / EXPERIENCE / SKILLS:

. Must be a U.S. citizen with a Secret clearance.

. Bachelor of Arts or Science degree.

. Active military duty experience in a Combat Systems environment and recent instructional/training experience.

. 4 years of general training program analyst and Functional Area experience (8 years in lieu of degree will be considered); see detailed tasks above.

. Must possess proven written and verbal communication skills at the junior management and senior executive level, be able to act independently, and effectively manage multiple priorities and interruptions with minimal impact on productivity and deliverables.

. Experience in use of MS Office (e.g., Excel and PowerPoint) products.

. Must have the ability to medically screen for underway operations on a U.S. Naval vessel.

DESIRED EDUCATION / EXPERIENCE / SKILLS:

. Deep understanding of all phases of the Optimized Fleet Response Plan (OFRP) and familiarity with the FRTP, Fleet training policy documents (including the FTC and Type Commander Training and Readiness Manuals.

. Familiarity with NWTS, NTIMS, NRAS, SIMDIS, GCCS-M/J, DRRS-N, NMETL, Universal Naval and Joint Task Lists (UNTL/UJTL), and naval operations and training.

. Familiarity with the operation of JAAR-RL.

. Master Training Specialist qualification.
