Job Description:
CDM Smith is seeking to enhance our team with an experienced Project Manager to primarily support our FEMA Public Assistance (PA) program and other related contracts.. Projects include financial management of FEMA PA task orders, supporting manpower resources are staying within scope, schedule, and budget and adhering to the contract for various projects.
We are looking for someone who has excellent client-interaction skills and can manage and lead large, complex task orders and teams to support our FEMA PA program and other related activities for our FEMA PA projects nationwide.

As a member of this team, you would contribute to our client's mission by:
- Managing FEMA PA projects from early concept development through completion.
- Managing teams of staff deployed on FEMA PA task orders, maintaining an engaged, productive team through strong leadership, demonstrating initiative, flexibility, and leading by example.
- Overall resource management for employees who are deployed to a disaster and are working within a FEMA organizational chart from their residence of record, the client site, or in the field. This includes ability to lead and work effectively with others, deliver constructive and honest feedback, and effectively communicate to team and/or supervisors in open and timely manner.
- Understanding and managing a team to work within the contractual scope, schedule, and budget, including financial management and reporting requirements.
- Management of conflict of interest for the work being performed at disaster location.
- Employee staffing coordination, including backfills and assisting with new hire orientation training and logistics.
- Assist in resolution of employee questions, problems, and complaints in partnership with Human Resources and Client.
- Management of employee resources and training needed to deliver quality work in a safe and healthy working environment.
- Using data to track and manage workloads to meet client deadlines and to report progress in a timely manner.
- Managing both large and small teams remotely.
- Serving as a leader of project teams and mentoring staff, including the coordination and reviewing of project assignments.
- Effectively working with key technical specialists, project team members, and delivery managers.
- Preparing, monitoring, and managing project budgets and schedules while managing the firm's risk.
- Providing high-level planning and program analysis work including preparation of technical documents/reports.
- Being active in the industry organizations, keeping abreast of emerging research/best practices, and conference/committee participation in professional societies.
- Assisting in new business development by contributing to strategic planning, marketing, and business operations planning.
- Collaborating with sales staff to create proposals in response to client requests for proposals (RFPs).
- Interfacing with clients to clarify technical questions and providing updates to upper management as necessary.

Minimum Qualifications:
- Bachelor's Degree.
- 4 years of related experience.
- PMP (PMI), CCM or DBIA certification is required (within 12 months of hire or promotion onto the Approved Project Manager list).
- Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.
- Equivalent additional directly related experience will be considered in lieu of a degree.
Preferred Qualifications:
- Must be a US Citizen as pass FBI background check to obtain FEMA Badge.
- Previous project management experience.
- Previous experience with FEMA programs (Public Assistance, Individual Assistance, flood risk, mitigation).
- Experience as a people manager.
- Experience managing teams in a high stress and changing environment.
- Client interaction experience.
- Strong organizational and multi-tasking skills.

Background Check and Drug Testing Information:

Pay Range Minimum:
$101,086
Pay Range Maximum:
$171,841
Additional Compensation:
All bonuses at CDM Smith are discretionary and may or may not apply to this position.
