Our client, a Taiwanese-based plant expanding operations into the U.S., is seeking a Bilingual Mandarin HR Systems Consultant to join their team. As a HR Systems Consultant, you will be part of the HR department supporting the U.S. team and Taiwan headquarters. The ideal candidate will have strong cross-cultural communication skills, extensive experience in U.S. HR and Taiwanese systems and operations, and a deep understanding of compliance and HR best practices.

What's the Job?
Develop and implement HR policies, procedures, and company systems tailored to U.S. operations while aligning with the company's core values and Taiwan HQ policies.
Ensure compliance with U.S. federal, state, and local labor laws, including employee rights, payroll, benefits, and workplace safety.
Set up and manage HR Information Systems (HRIS), payroll systems, and other tools to automate and streamline HR processes.
Provide regular reports to management on progress
Coordinate between the U.S. team and Taiwan headquarters.
What's Needed?
Bachelor's degree in Human Resources, Business Administration, IT or related field. A Master's degree or HR certifications (e.g., SHRM, HRCI) is a plus.
Minimum 5-7 years of experience in U.S. human resources systems and operations set-up, with proven experience working for foreign companies entering the U.S. market. Prior experience with Taiwanese companies is required.
Native or fluent in both Mandarin and English (spoken and written), with strong cross-cultural communication skills is required.
Deep understanding of U.S. labor laws, compliance, and HR best practices.
Experience setting up HR systems and company infrastructures in a new market.
