The Senior Proposal Manager in the Public Sector Solutions Business Development serves a key role in planning, tracking, and managing the overall activities of proposal development for new and renewed public sector behavioral health and integrated healthcare business. The Senior Proposal Manager will provide proposal management planning, execution and reporting to the proposal project team and leadership. This position shall be accountable in ensuring 100% compliance with all procurement requirements and meeting all proposal development milestones for successful, on-time proposal submissions.
Establishes proposal calendar and manage proposal timeline and time-sensitive project deliverables, including kick-off meetings and materials, vendor Q&A and ensuring pricing/underwriting is on schedule; develops a risk management plan to mitigate slippage and communicates to team as needed.
Develops compliance matrix, color team reviewer matrix, and other tools/trackers to ensure we are meeting all procurement requirements and responsive to all questions/requirements as mandated in the Request for Proposal (RFP)/ Request for Information (RFI)/Invitation To Negotiate (ITN), etc.
Prepares proposal for color team reviews and ad-hoc review tracks; facilitates color team review debriefs and establishes post-debrief activities and calendar to ensure that overall proposal calendar timelines are met.
Manages proposal resources and input from various stakeholders including assigned writers, Sales, Underwriting, Operations, Clinical, HR and Legal SMEs, identifying items/requirements that fall within their area of purview to ensure writers have what is needed to provide a quality product.
Continually evaluates proposal responses for compliance, clarity of win themes. Reaches out to and reviews responses with writer/SME as necessary to correct deficiencies.
Completes focused writing assignments as requested; develop and maintain/update key boilerplate documents.
Finalizes the proposal using various programs such as Microsoft Word, PowerPoint, Visio, Excel, Adobe, SharePoint, and others following department guidelines.

Bachelor's degree required plus 5 years' proposal development management experience, preferably in a healthcare setting.
May consider an equivalent combination of education and experience.
Proven ability to proactively plan, organize, schedule, direct, control, and monitor project activities.
Well-developed interpersonal skills and ability to communicate effectively with senior leadership and consultants. Excellent oral and written communication skills.
Computer Skills: Strong desktop publishing skills required, inclusive of tools like MS Excel, MS PowerPoint, MS Word, MS Project, MS Visio, SharePoint.
