Responsibilities Serves as the Contract Specialist in the Defense Commissary Agency (DeCA), within the Infrastructure Support Group, Acquisition Management Directorate, Enterprise Acquisition Division. The primary purpose of this position is to perform a full range of pre and post award contracting functions. This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide you with practical experience to prepare you to perform at the target grade level. Position responsibilities include: At the target grade level the major duties are: Serve as a Contract Specialist performing a full range of pre and post award contracting functions. Responsible for acquisition of requirements in support of Agency's mission, including acquisition of construction, architect-engineering (A-E), services and supplies, monitoring contractor performance, negotiating price adjustments and recommending action in problem situations. Perform market research, determines the most suitable methods of acquisition and prepares acquisition plans and attendant acquisition documentation. Develops source selection criteria and technical evaluation plans. Negotiate terms and conditions of contracts, utilize innovative techniques and ideas to develop contractual arrangements taking into consideration life cycle management, cost benefit analysis, arrangements taking into consideration life cycle management, cost benefit analysis, etc. Prepare contract award packages. Monitor contractor performance and analyze contractor's past performance data. Prepare contract termination notices, review settlement proposals, negotiate settlement actions and recommend appropriate action. Close contracts upon completion. Specialized Experience for the GS-09 Level: Performs market surveys, conducts acquisition planning and reviews the subsequent package for completeness. Reviews, analyzes, and recommends action on problem situations relating to incomplete plans and/or specifications. Administers a variety of contracts, conducts conferences with contractors to clarify requirement; monitors contractors' performance; gathers, analyzes, and records contractors' past performance information. Provides guidance to contractors concerning their obligations to perform within contractual terms. Specialized Experience for the GS-11 Level: Ensures that the contract schedule is properly structured, prepares the solicitation, determine sources to be solicited. Conducts pre-contract conferences, processes protests, determine the responsiveness of contracts. Determines the responsibility of the apparent low bidder based on an analysis of financial and technical information gained during the pre-award survey. Awards or recommends award of the contract. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. You must have served 52 weeks at the next lower grade level to be eligible for promotion.
