CACI is looking for a Senior-level Information Technology Manager to lead a team of IT professionals supporting our customer, U.S. Strategic Command (USSTRATCOM), at Offutt AFB, Nebraska. This position is contingent upon award of the USSTRATCOM Strategic Command Information Technology and Logistics Support contract (SCITLS).
What You'll Get to Do:
The ideal candidate for the Operations Manager position is an experienced, self-directed Senior IT Manager that organizes, directs, and manages contract operations support functions involving multiple, complex, and inter-related project tasks. They manage teams of highly skilled IT Managers and Technical leaders responsible for all Tiers of service in a globally dispersed enterprise . As the Operations Manager , you will be responsible for the management and oversight of the complete spectrum of IT infrastructure, systems, and services that enable critical national command, control, and communication capabilities for strategic operations. This encompasses daily operations, maintenance, enhancement, user support, and long-term lifecycle planning across networks, systems, applications, hardware, and specialized facilities. You will meet with customer and contractor personnel to formulate and review task plans and deliverable items, ensuring conformance with program task schedules and costs. You will lead diverse teams in continuously delivering secure, resilient mission-critical capabilities across multiple security enclaves to both internal and external customers.
In addition to Technical Leadership, the Operations Manager will help to recruit, organize, train, and mentor employees across the organization. They will set goals and ensure accountability through performance evaluations and incentives. Additionally, work in conjunction with the program manager to establish and maintains technical and financial reports to show progress of projects to management and customers, organizes and delegate responsibilities to subordinates and oversees the successful completion of all tasks assigned to the USTRATCOM CACI team.
More About The Role:
The candidate will act as the Government's central point-of-contact for the command's day-to-day operational activities and provide the necessary technical direction, guidance and supervision for contractor personnel assigned to the task order. This entails providing leadership, management and oversight for the program workforce to deliver communications and information technology (IT) services in support of USSTRATCOM and their associated staff elements and organizations.
The candidate will serve as a senior CACI technical representative and central point of contact to USSTRATCOM IT operations, responsible for establishing a strong working relationship and managing service delivery performance through SLA's and other key performance metrics. The candidate will make process improvement recommendations when required to enhance the customer experience.
The Operations Manager must have broad management and leadership experience to effectively oversee multiple job areas and typically has mastery level knowledge and skills within a specific technical or professional discipline with broad understanding of other areas across the program, to include all Tier I, Tier II, and Tier III services. Among them:
Network Services: Manage classified (to include JWICS), unclassified, reference, and commercial networks; Maintain switching, routing, wireless, VoIP, conferencing and edge services; Sustain network defense, monitoring, access controls, and security posture; Support infrastructure including fiber/copper cable installation and troubleshooting; Coordinate transitions of network services to alternate providers.
Server Systems: Supervise physical and virtualized server environments; Maintain environments for development, test, training, and production; Sustain directory services, database platforms, and web/SharePoint services; Manage server hardware, operating systems, capacity, and availability; Ensure comprehensive backup/recovery and business continuity protections.
End-User Services: Supply and support laptops, desktops, phones, peripherals, and applications; Maintain standardized software loads, patching, upgrades, and refresh; Sustain layered defenses across all endpoints and credentials; Provide timelines for routine requests and 24/7 support for priority users; Manage special access solutions for telework and alternate locations.
Specialized Systems: Support essential command and control and decision support systems; Sustain global situational awareness and integrated strategic planning systems; Maintain continuity of government conferencing and crisis management systems; Ensure interoperation with other C2 systems across parent and subordinate Commands; Provide subject matter expertise encompassing full breadth of specialized platforms.
Logistics and Facilities: Operate warehouse, equipment spares, hardware disposal, and fleet services.; Coordinate third party vendor repairs and warranty services; Maintain comprehensive configuration management and auditable baselines; Plan technology refresh and system enhancements to sustain future readiness; Support badging, visitor access, and infrastructure requirements.
Service Delivery: Supervise around-the-clock service center providing issue tracking and user support via phone, email, and chat; Analyze trends, recommend improvements, and optimize services delivered; Manage relationships and agreements with external service providers; Prepare regular reporting on status, outages, deficiencies, and satisfaction.
Planning and Security: Develop continuity of operations (COOP) and disaster recovery plans; Create and validate system security plans, STIG checklists, and remediation; Maintain clearances, training, and certifications for all Operations staff; Ensure requirements, architectures, policies, audits, and assessments are satisfied; Recommend innovative solutions while balancing costs and constraints.
You'll Bring These Qualifications:
Top Secret Clearance and eligibility for Secure Compartmented Information (SCI) access.
Bachelor's degree in a relevant field of study and 8+ years of technical experience
Also acceptable: Master's degree and 6 years of technical experience, or no degree and 14+ years of technical experience
10 or more years' experience in management of projects/tasks similar in scope and requirements to current program (large, complex IT programs).
Managerial experience in a C4 networking environment with a significant number of direct staff.
In-depth knowledge of DoD network architectures and systems and the interdependencies of how they work together.
Thorough understanding of the assessment, preparation, and implementation of environments and change control activities for complex tasks.
Experience working on a global-based, enterprise-wide project communicating with local and long-distance Government personnel.
Working knowledge in all aspects of automation, telecommunications, and IT networks
Good communication skills; be able to communicate with ease in front of large audiences of senior IT and communications personnel.
These Qualifications Would Be Nice To Have:
ITIL v3 or v4 Foundation Certification
In-depth knowledge of DoD Enterprise IT policies and procedures
Champions, models, and coaches staff to exhibit cultural beliefs with the highest ethical standards.
Project Management Professional (PMP) or Certified Scrum Master (CSM) certification
Professional certification that meets or exceeds DoD 8570.01. IAT II (Security+ CE or equivalent)
High-Level Compute Environment certification in 1 or more enterprise services (CCNP, MCSC, AWS Certified Cloud Practitioner, etc.)

$82,500 - $181,500
