This is a key role as Program Manager for a DHS/FEMA Operations & Maintenance contract opportunity that supports the Mount Weather Emergency Operations Center (MWEOC) in Mount Weather, Virginia. As the Program Manager, you will be the primary interface with Government customers to understand their requirements/needs, translating them into workable tasks for the Jacobs Team (including Subcontractors) and managing the contract.
Having Government PM experience with the ability to adjust to changing priorities, staffing challenges, and addressing technical issues quickly is important. You will be responsible to meeting Jacobs' Operational Reporting and controls, collaboration with leadership and functional support to ensure contract, financial, personnel, and growth goals are met. A strong work ethic and attention to details is essential in this role as well as the ability to foresee issues and respond accordingly.
Responsibilities:
Oversee the execution of the task orders, monitors and directs all work performed under the task orders, manage deliverables development and submission, and coordinate closely with the government Task Manager (TM) on all acquisition and program management tasks.
Responsible for supporting Mobility Service Center (MSC) and Systems, Databases, and Application Management (SDAM).
Support project management tasks where contracts and task orders can be quickly established to complete special assignments including but not limited to hardware swap outs, moving a physical environment to a virtual environment, etc.
Create a Project Management Plan (PMP) describing the scope, approach, schedule, work breakdown structure (WBS), resources, quality assurance, and management controls necessary to meet contract performance, schedule, and cost requirements.
Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects.
Takes projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, computer services, and client services. Defines project scope and objectives.
Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis.
Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems.
Establish a project team responsible for executing the total effort required by this SOW. This organization shall exhibit clear lines of authority, responsibility, and accountability of project authority among all organizational elements including Government, FEMA Contractor, and all subcontractors.
Establish a technical approach, organize resources, and establish and execute management controls to ensure cost, technical, and schedule requirements of this SOW are met.
Implement procedures to monitor technical, cost, quality and schedule performance.
Establish metrics to assess and report project status that will enable the Contractor to detect and predict deviations from the planned or required performance (cost, technical, quality, or schedule) in time to take corrective action.
Perform Earned Value Management (EVM) tracking using a system conforming to the American National Standards Institute/Electronic Industry Association (ANSI/EIA) Standard 748-A, Earned Value Management Systems. For Agile work, the Contractor shall use Agile EVM.
Plans, directs, and co-ordinates a cross-functional team's activities to manage and implement project and/or interrelated programs from contract/proposal initiation to final operational stage. Proposes and develops add-on program opportunities.
Leads matrixed teams to develop plans that model program commitments and timing. Leads the project/program team(s) in determining client requirements and translating requirements into operational plans.
Determines, monitors, and reviews all project/program economics to includes costs, operational budgets, staffing requirements, resources and risk.
Identifies and assembles the appropriate blend of resources to meet program needs and requirements; monitors and reports on activities related to the project/program.
Meets with customers to review program scope/progress and resolve program issues. Controls project/program requirements, scope, and change management issues.
Works with senior management on program proposals, bids, contracts, estimates, and schedules.
