SAIC is hiring a Global Investment Research Lead to support the Office of Strategic Capital (OSC) within the Office of the Under Secretary of Defense for Research and Engineering. In support of OSC leadership, the Global Investment Research Lead will have responsibility to perform capital markets analysis, regulatory research, and produce written products. This candidate must have expertise that spans global capital markets, regulatory and legal issues related to cross-border investment in the United States. The purpose of the work is to produce written material, or to advise on the development of written material, that supports OSC's effort to attract and scale private capital investment from global markets into Critical Technologies in support of U.S. national security objectives (the -Information Products-).

The research, analysis, development, and delivery of the Information Products will enable three critical objectives for OSC:

  • Understanding of investment policy in 14 target areas identified by OSC as critical to National Security (-Critical Technologies-)

  • Understanding of global private capital market trends relating to the Critical Technologies

  • Facilitation of international investment into the U.S. in support of U.S. national security objectives

The research and analysis necessary to develop and deliver the Information Products will necessitate efforts in the following areas:

  • Research and analysis on research, development, and commercial and defense production in Critical Technologies

  • Research and analysis on private capital market interest in Critical Technologies and advanced manufacturing

  • Research and analysis related to international, federal, and state-level regulatory compliance regimes in support of international and domestic investment into the U.S.

  • Research and analysis related to financial crimes compliance programs, economic sanctions, the Committee on Foreign Investment in the United States (CFIUS), and export controls

This position is part time and hybrid remote with onsite work located in Arlington, VA.

Job duties include:

  • Conduct research and analysis as described, adapting to redirections from OSC leadership.

  • Prepare, in conjunction with OSC legal counsel, detailed regulatory compliance studies for cross-border and domestic investment into the U.S., including investments backed with federal loans or loan guarantees.

  • Assist OSC legislative affairs with preparing regulation- and cross-border investment-related responses to Congressional inquiries.

  • Support OSC leadership engagement with DoD and Office of Management and Budget personnel regarding OSC programs, including regulatory regimes for cross-border investments and/or federal loans or loan guarantees.

  • Coordinate closely with OSC leadership to align research with organizational priorities and investment actions.

  • Integrate the work of government employees and contractors for analysis supporting the Information Products.

  • Providing support to government employees as they evaluate third party contractor's performance (e.g. by collecting information, performing an analysis, or making a recommendation for a proposed performance rating).

  • Create documents for the Department of Defense as well as documents suitable for public release.

  • Recommend loan documentation representations, covenants and certifications surrounding sanctions and export controls, anti-bribery and anti-corruption rules, CFIUS, and fraud.

  • Develop processes for business and risk management units to conduct portfolio assessment and monitor for fraud risk.

  • Support interactions between OSC and other stakeholders relevant to achieving OSC's overall mission and the objectives of the OSC global work program area.

  • Provide collateral support services, which may include the following areas: assisting in the development of policies, assisting with preparing budgets, assisting with OSC planning and organization, drafting documents, conducting analyses, conducting feasibility studies, developing strategy options, conducting market research associated with contracts or other financial tools, participating as a technical evaluator and technical advisor to the government. Topics of evaluation and advice may include program eligibility, regulatory requirements, and designing draft compliance plans.

Qualifications

Required Education and Experience:

  • PhD, JD, MBA, MPP, MPA, or MA/MS in related field and twenty (20) years' of experience in a related field

Required Clearance:

  • No clearance required to start; Ability to obtain a Secret clearance required to maintain employment

  • U.S. Citizenship required

Required Qualifications:

  • Experience that spans global capital markets, critical technologies, regulatory compliance, risk analysis, fraud prevention, and the defense or defense adjacent sector to create the required Information Products

  • Demonstrated understanding of Critical Technologies, including an understanding of the needs of senior leadership and end users

  • Demonstrated ability to collaborate across stakeholders in the global defense or defense adjacent technology community, including governments and the private sector

  • Strong analytical / statistical skills and experience with financial / data analysis tools

  • Excellent verbal and written communication skills

  • Strong attention to detail and ability to work independently

  • Experience managing multiple lines of research as part of a larger research agenda

  • Demonstrated experience facilitating cross-border investment into the U.S., including ensuring compliance with federal and state regulatory regimes
