Responsibilities Serves as the Business Analyst in a Defense Commissary Agency (DeCA) HQ location. The primary purpose of this position is to be responsible for providing the integration of syndicated scanning data and/or demographic information into graphical presentations and/or category management business reviews for the assigned categories. This is a developmental position. Work assignments are progressively complex and intended to broaden your skills and provide you with practical experience to prepare you to perform at the target grade level. Position responsibilities include: Incumbent will begin to complete pre-selected assignments to combine performance of productive work with supervised on the job training in both analytical and methodological aspects of category management. Develop the analytical and business acumen experience as well as a thorough understanding of the shopper, market, and category in order to provide expert advice on price indexing, distribution and shelving opportunities delivering total category growth. Assists Category team members by providing Category Management tools, methods, and analytics to support fact-based pricing strategies. Assists in providing data analysis and objective insight for presentation preparation and opportunity identification to drive sales growth while maintaining patron savings. If the position is filled below the full performance grade level, your work assignments will be progressively complex and intended to broaden your skills and provide you with practical experience to prepare you for the full performance grade level. Promotion up to and including the full performance grade level is neither guaranteed nor automatic but may be made without further competition and with your supervisor's recommendation. For GS-09: (A) one year of specialized experience equivalent to at least the GS-7 grade level or equivalent to at least GS-7 under other Federal service pay systems, private sector, or military, OR (B) a Master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position, OR (C) a combination of experience and education that equals 100% of the qualification requirements. To compute the percentage of experience and education you have that meets the qualification requirements, divide your total months of experience by 12. Then divide your semester hours by 60. Add the two percentages. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Perform analyses of data and processes and performs data gathering and identification of potential business data for use in Category Management reports. Produce performance reports at cascading organizational levels, displaying a variety of interrelated performance statistics for use in isolating operational results that significantly deviate from the norm in either a positive or negative direction. Manage the evolution of multiple syndicated databases to ensure data quality and delivery. Education Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. This position requires access to DeCA's Business Information Systems and is designated as IT level II. This position must be able to obtain and maintain secret clearance eligibility based on appropriate background investigation. Travel by military and commercial transportation including air or land may be necessary in the performance of the officially assigned duties.
