Title: CORPORATE SECURITY PROGRAM SPECIALIST Location: United States-Virginia-Virginia Beach Job Number: 220002EG Job Summary: Serves as Corporate Security Program Specialist, responsible for assisting in the administration of the NEXCOM Security program by providing policy directives, oversight and the support necessary for the successful operation of the NEXCOM Personnel and Classified Security Program. Duties and Responsibilities: - Manages the initiation and submission of all NEXCOM Enterprise individual Associate and Contractor Personnel Security Investigations (PSI) through OPM's Electronic Questionnaires for Investigations Processing, (e-QIP) System. - Initiates appropriate investigations in e-QIP and completes all required follow up actions needed for submission to OPM. - Provides LiveScan fingerprinting to NEXCOM associates and Contractors, and as needed provide onsite LiveScan Fingerprinting at field locations. - Provides policy and guidance to NEXCOM Human Resource Teams (HR), and field associate POCs for the submission of respective associates T1 (SF85) or T3/T5 (SF86) and any additional required paperwork for PSI, including but not limited to OF306 Declaration for Federal Employment, Resume, and supporting documentation as needed respective to issues identified within the submitted e-QIPs. - Serves as NEXCOM adjudicator for T1 Investigations returned by Department of Defense Central Adjudication Facility (DOD CAF) for Local Adjudication, and designating Command-wide Positions of Trust (POT) determinations according to DOD regulations and requirements including Office of Personnel Management (OPM) Position Designation Requirements, Notice Number 10-06, SECNAVIST M-5510.30, NAVSUPINST 5510.1E, and NEXCOMINST 5520.2C. - Works with Department of Defense (DoD), Offices of Personnel Management (OPM), Chief of Naval Operations (CNO), and Naval Supply Systems Command (NAVSUP) to ensure compliance with overall personnel security programs including Homeland Security Presidential Directive 12 to administer background screening programs for both Navy Exchange associates and vendor/contractors for issuance of authorized CAC Identification Cards. Is responsible for interpreting and implementing DOD and Navy security policies, conducting analyses, evaluations, inspections, oversight reviews, assistance visits, and assessments on the effectiveness of security programs for Navy Exchange Headquarters and its field activities. Provides guidance on Security disciplines to include; information, physical, personnel, and industrial security; communication, and foreign disclosure for Navy Exchange field activities. - Prepares instructional and training information for use in conjunction with supported activities on various Security Disciplines to include Personnel Security and Physical Security, Operations Security, and Industrial Security. - Coordinates efforts with all service components in regards to PSI and Security Clearances for respective Associates and Contractors. Takes necessary actions in response to findings revealed. Interviews employees to clarify potentially derogatory information. Receives, reviews, and evaluates reports of investigations, personnel files and other records. - Assists Command Security Manager in researching information for further recommendation to DOD CAF whether security clearances should be granted, suspended, revoked or denied, consistent with national security or suitability issues. Requests or develops additional information, as necessary. Evaluates all information available and prepares response to DOD CAF Requests for additional information as needed. - Upon DOD CAF issuance of a Letter of Intent (LOI) to deny or revoke Favorable and/or Eligibility adjudications, assists Associates and Contractors throughout the DOD CAF appeal process. - Will complete all required training and become an OPM approved e-QIP Account Manager. - Requires TDY travel as needed to Navy Exchange and Contractor field locations to assist in development and implementation of PSI process flow to accomplish varied PSI requirements. - Works with Single Digit Codes, merchants, American Logistics Association (ALA), CNIC, contractors, and military installation officials to ensure NEXCOM Headquarters and Navy Exchanges comply with stipulated security regulations and requirements. - Completes required training for the Trusted Agent Sponsorship System for issuing Common Access Cards (CAC) to qualified Contractors. - Will provide Trusted Agent assistance and serve as a Sponsor as needed for security related contractors serving NEXCOM Enterprise. - Provides assistance with contractor facility access. Reviews requests for validity, acting as liaison between the Contracting Officer Representative (COR) and contractor officials concerning investigation, access, interpretation of industrial security policy and directives. Ensures security clearance and level of access are consistent with established DOD, Navy and NAVSUP policies. - Relies on experience and training in the SIPRNET rooms to carry-out job duties and responsibilities. Must have proficient knowledge of DOD and Navy security programs, policies, and procedures; the principal subsystems which control the flow of classified material throughout the Navy Exchange System, such as disposal, transportation and procurement; and knowledge of how these systems interrelate. Must demonstrate high levels of personal skill in dealing with top level managers and executives, and with peers. - Will complete registration process and maintain a SIPRNET account for classified messaging, and a NIPRNET (.mil) for DON IT systems not available under NEXCOM's legacy (.nexweb.org) IT system. - Will complete the NAVAL SECURITY MANAGER COURSE providing formal training in information and personnel security matters IAW SECNAV M-5510.36, SECNAV M- 5510.30, and DOD 5200.01 Volumes 1-4. - Serves under the auspices of the Command Security Officer: Will be designated as Assistant or Alternate Assistant Command Security Manager. Through certification by completion of the Naval Security Manager Course, and ensures compliance with all Force Protection Condition [FPCON] attainments and travel AT/FP requirements. - Requires Top Secret [TS] DoD Security Clearance, with Eligibility of SCI - DCID 6/4. - Successful completion of a pre-employment drug test is required. A tentative offer of employment will be rescinded if the applicant fails to report to the scheduled drug test appointment. Incumbents of drug testing designated positions will be subject to random testing. Drug test results will be provided to the employing activity/command - Performs other related duties as assigned. Qualifications: A total of 5 years' experience, consisting of the following: GENERAL EXPERIENCE: 3 years of responsible experience gained from working in a position within the security field that has enabled the applicant to gain general experience in their ability to analyze problems, to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of related academic study or high school level may be substituted for 9 months of experience up to a maximum of a 4 year bachelor's degree for 3 years of general experience. AND SPECIALIZED EXPERIENCE: 2 years' experience as a security specialist or similar position in a security field that has equipped the applicant with the abilities to successfully perform the duties of the position, which includes knowledge of various security disciplines, concepts, principles, criteria, requirements, technology, and practices; skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the command.
