Job Description

Vaughn & Melton, a JMT Company, is seeking a Right of Way Agent to join our Spartanburg, South Carolina Team. The Right of Way Agent will perform all aspects of right of way and real estate related activities necessary to maintain and protect property rights while negotiating favorable terms to various land and right of way related agreements secured on behalf of customers, including the acquisition, relinquishment and modification of easements, fee land purchases, franchise and permit rights, encroachments resolutions and settlements of damage claims among other land and right of way related negotiations. The successful candidate will be responsible for providing technical and complex expertise for right of way land acquisitions, which may include the following: determination of data collection needs, interpreting state and federal regulations, completing title reports, appraisals, notices, negotiations, court testimony, payments and assist in determining right-of-way and highway easement needs in collaboration with the project manager and engineer. This position will collaborate with multiple project management teams with diverse backgrounds, while striving to meet company strategic goals.

Essential Functions and Responsibilities

  • Provide right of way services to develop, check, review and certify all right of way documents which include, right of way plans, descriptions and Record of Survey(s) for parcels identified as required on proposed construction outside of the existing right of way in accordance with the applicable Right-of-Way Design and Survey and Geomatics Standards

  • Ensure compliance with applicable laws, rules, regulations, policies, and procedures

  • Prepare right-of-way design documents, per defined procedures

  • Performs basic property research for ownership and boundary information

  • Performs general administrative / clerical work as required, including but not limited to preparing legal documents, reports and correspondence, attending meetings, entering and retrieving computer data, copying and filing documents for file management, verbal and written communications with customers, customer service and related functions

  • Trouble shoot property owner complaints and issues

Required Experience

  • South Carolina or North Carolina Real Estate license required.

  • Bachelor's Degree from an accredited college or university preferred or an associate degree with a minimum of 3 years of Right of Way experience.

  • Certified as a Right of Way Agent (RWA) by the International Right of Way Association, or the ability to obtain within 24 months.

  • Must hold or be able to obtain a SC & NC notary.

  • Thorough experiment and knowledge of transportation and infrastructure projects.

  • Able to read and interpret highway construction and transportation plans.

  • Must be proficient with MS Office Suite, specifically:

  • Excel - able to add/delete rows and columns, sort and filter, search for data within a workbook and other basic formatting.

  • Word - must be able to format documents and letters, and track changes made to documents; must be able to upload documents into a shared online database, such as Dropbox or equivalent.

  • Outlook - create/maintain outlook calendar; effectively sort and organize outlook emails

  • Valid Driver's License

Preferred Experience

  • Relocation Assistance Agent

  • Experience in relocation assistance a plus.

  • Member of the International Right of Way Association (IRWA)

Working Conditions

Some work is performed within a general office environment. Work is generally sedentary in nature, but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.

Significant field work (50% or more) is required where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs.) may be required as needed.
