Position Description

Job Title: Learning Specialist

Summary

The Learning Specialist works in the CNIC Division as part of the Professional Development and Training Team. This team supports government contracts delivering quality of life programming to service members and their families. The ideal candidate will have experience in instructional systems design, Articulate Storyline e-learning authorware, knowledge of the military lifestyle and/or community, and training facilitation experience (both in-person and online) This is a telework position.

Essential Duties and Responsibilities

  • Apply the ADDIE model and the tenets of adult learning theory to develop curriculum and training products in support training the Navy's Fleet and Family Support Program workforce.

  • Deliver live, instructor-led training via webinar technologies using Adobe Connect platform.

  • Adhere to strict production schedules and meet aggressive deadlines

  • Draft graphic materials in the PowerPoint package using advanced functions incorporating learner centered graphics in the design.

  • Collaborate with team members and customers, to include using web based document management and collaboration tools.

  • Research content and develop /or employ subject matter expertise on the Navy and/or Fleet and Family Support Programs and services

  • Work collaboratively with the Learning & Development Contracts Portfolio Manager and Project Managers to develop content and maintain project schedules for Desk Guides, curriculum projects, digital media products and online professional training and technical support.

  • Consult with internal and external customers to assess curriculum and training needs and solutions.

  • Other duties as assigned.

    Required Qualifications

  • Be fully vaccinated for COVID-19 by the legislative deadline for vaccine mandates.

  • Knowledge of Navy and military family lifestyle issues; in-depth knowledge of military family programs and the Navy's Fleet and Family Support Program.

  • Proven experience writing instructional media products, curriculum, program management and desk guides, and adherence to rigorous quality standards.

  • Expertise in curriculum development and/or instructional design specifically utilizing the ADDIE model accepted by the Association for Talent Development for instructor led curriculum as well as on-demand e-learning products using Articulate Storyline, Lectora or Captivate software.

  • Skill in web-based facilitation and online learning platforms such as Adobe Connect, Web Ex or Zoom hosted on a Learning Management System.

  • Superior writing skills to produce commercial quality curriculum and training products.

  • Demonstrated success in adhering to strict production schedules and ability to meet aggressive deadlines.

  • Proficiency in using common industry software applications to include Microsoft Office suite.

  • High comfort level with the use of technology for communication and task completion.

Supervisory Responsibilities

  • This position has no supervisory responsibilities

Required Education and/or Experience Qualifications

  • BA/BS degree in Education, Instructional Design or Liberal Arts.

  • Two years' experience in instructional design and training delivery.

  • Superior writing skills to produce commercial, published level products

  • Demonstrated experience in curriculum development and/or instructional design specifically the ADDIE model accepted by the Association of Talent Development.

  • Ability to facilitate and train online or in person.

  • Experience and understanding of being part of a virtual team.

  • Demonstrated proficiency in using common industry software including Microsoft Office applications.

Preferred Qualifications

  • Familiarity/Experience with Articulate/Storyline eLearning software.

  • Certified Professional in Learning and Performance (CPLP): Association of Talent Development

  • Familiarity with and routinely use social media.

Physical Demands: Works in office areas. Sits, stands, bends, lifts, and moves intermittently during working hours. Uses personal computer, telephones, copiers, printers and other office equipment. The employee must occasionally lift and/or move up to 10 pounds.
