Summary Serves as Store Manager of a Commissary having the full range of departments. Incumbent exercises full responsibility to plan, direct, coordinate and control the diverse day-to-day retail operations of the Sales Store. On a recurring basis may be required to perform department manager duties. Responsibilities Position responsibilities include: Planning, directing, coordinating and controlling the diverse day-to-day commissary department operation. Resolving employee and customer complaints. Acting as department manager (produce/meat/grocery). Supervising department managers engaged in the operation of the store. Providing guidance and training to subordinates in the execution of the display program. Conducting periodic inspections for compliance with sanitation and safety requirements. Assuring item requisitions are made to maintain appropriate stock levels. Providing guidance and training to subordinates in the execution of the inventory requirements. Ensuring that all inventories are conducted timely and accurately as required. Requirements Conditions of Employment Qualifications Your resume and supporting documents must show that you meet the qualifications and requirements. When using education to qualify, the education must have equipped you with the knowledge and ability to perform the work of the position, as evidenced by on-the-job-training in food retail management or an internship or practicum in food retail management. (A) one year of specialized experience equivalent to at lest the GS-9 grade level or equivalent to at least GS-9 under other Federal service pay systems, private sector, or military, OR (B) three full years of progressively higher graduate level education leading to such a degree, or LL.M. (if related) with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position, OR (C) a combination of experience and education that equals 100% of the qualification requirements. Specialized experience is demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices. Examples of creditable qualifying specialized experience include: (1) Managing a commissary store, supermarket, or similar type of commercial retail food store; (2) Managing a department in a retail food store; (3) Planning, standardizing, or controlling operations in an assigned group of retail food stores; (4) Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store; and (5) Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front-end operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. Position is exempt from Fair Labor Standards Act (FLSA) Position is not covered by a bargaining unit. Subject to occasional overtime. If Permanent Change of Station (PCS) is authorized and you PCS'd at government expense within the past 12 months, additional government funded PCS may not be authorized; however, you may choose to pay your own moving expenses. Most civilian PCS entitlements are now taxable. The Relocation Income Tax Allowance (RITA) reimburses eligible employees for additional Federal, State, and local income taxes incurred as a result of receiving taxable travel income.
