What You'll Get to Do :

  • Perform complex analysis and develop plans including budgets and schedules to meet contractual/project requirements for an assigned portion of a program

  • Serve as a key technical expert on financial analysis issues, concerns, and special projects

  • Participate in researching, establishing, and defining program plan requirements; prepare detailed narrative to justify budget estimate and monitor execution

  • Coordinate interdepartmental development of program plans and interfaces with vendors and customers as required Monitor and report performance against plans to ensure that contractual, cost and schedule objectives are met

  • Report, analyze and interpret financial and operating data

  • Conduct program plan studies

  • Supervise junior financial analysts and provide team leadership by defining program plan requirements

  • Participate in establishing and defining program plan requirements

  • Coordinate, negotiate and resolve financial compliance issues with various governmental agencies to ensure accurate interpretation of contract requirements

  • Interface with top management responding to requests for financial data

  • Brief program/project budget estimates/projections, shortfalls, over-runs, funding types, etc.

  • Available to deploy to other countries and/or theaters to perform quick reaction technical support to US forces worldwide military contingency missions and requirements in potentially hazardous work environments

  • Able to perform all duties to ensure timely, courteous, and quality support to INSCOM or other customers/affiliates

You'll Bring These Qualifications:

  • Bachelor's degree (in Finance, Accounting, Business Administration) or equivalent with a major or concentration in business, accounting, economics or mathematics

  • Seven to nine years of related (technical program planning and implementation, contract interpretation, budget development and/or government project administration) experience in fiscal management

These Qualifications Would Be Nice to Have :

  • Proficient in MS Excel. Experience with Deltek Costpoint, IBM COGNOS, and Oracle CAPS & Smartview.

  • Detailed knowledge of Government budget

  • Thorough knowledge of DAR/FAR and other applicable government regulations

  • Experience must include integrated program analysis (e.g., horizontal integration), expertise in program specific requirements, budget preparation for complex projects and narrative justification, preparation and presentation and work with various types of Government funding with emphasis on Army

  • Skills in Excel managing a daily Spend Plan, updating Estimates to Complete and working in a program office with multi-million-dollar funding actions

The proposed salary range for this position is:

$71,500 - $150,200
