The Opportunity:
As an CACI Senior All Source Analyst, you will provide Customs and Border Protection National Security Threat Analysis Division (NSTA) and Intelligence Enterprise (IE) with intelligence products that inform and enhance their ability to make strategic, operational, or tactical decisions in support of CBP operations directed at threats to border security. This position may also advise, administer, or perform analysis, evaluation, interpretation and dissemination of information and intelligence deemed critical to CBP and its operational stakeholders.
Responsibilities:
You will serve as a targeting analyst supporting CBP targeting and vetting programs. NSTA's primary mission seeks to fully identify previously unknown or partially identified threat actors presenting a nexus to the Homeland to address threats to border security. Your duties will include:
Reviewing and analyzing CBP border encounters based on detailed understanding of terrorist travel trends and normal passenger flows.
Conducting all-source, multi-disciplined research based on limited derogatory information or other threat indicators to generate intelligence of potential threat identities, associations, and travel/movements in support of counterintelligence, counter narcotics, cyber, and international organized crime mission sets.
Leveraging both unclassified and classified tools and datasets to create analytical assessments on previously unknown threat actors.
Writing, editing, and publishing analytical findings and summary of actions into standardized reporting.
Qualifications:
Required:
Three years' experience creating quality analytic products.
Expert abilities reviewing intelligence information from a variety of sources using creative methodologies to develop trends, patterns, profiles, estimates, studies, and tactical interdiction information as well as to solve unusual problems.
Ability to review and analyze raw and finished intelligence reporting and utilizing systematic and comprehensive research techniques, identify and evaluate the capabilities, composition, and nature of threats posed by the adversary. In addition, assess the impact of those threats to CBP's border mission and provide high-quality, prompt recommendations and risk analysis support to stakeholders and decision makers according to their timelines.
Experience executing all-source intelligence compilation, analysis, production and dissemination; possessing ability to assess and evaluate highly complex intelligence issues; and is a subject matter expert in at least one intelligence function or specialty, preferably technical signals intelligence analysis.
Ability to gather and digest finished Intelligence from authoritative producers in the IC and Defense Intelligence Enterprise
Experience developing intelligence collection plans, including the most complex assignments.
Ability to establishing working relationships with unit personnel through training and instruction to facilitate sharing and transfer of intelligence knowledge, techniques, expertise, and best practices to further CBP's targeting mission.
Desire to mentor and guide less experienced personnel through training of intelligence tools, methods, and established techniques
Experience collaborating with, and building communities of interest, in the national security enterprise.
Experience researching and analyzing information to develop and publish intelligence products.
Effective Briefer of Intelligence Products
Experience collecting intelligence to support specific long-range planning, programs, and activities.
Competent in selecting the proper methods of dissemination for intelligence products.
Bachelor's degree and more than seven years of experience,
Current Top Secret/Specialized Compartmented Information Security Clearance.
Desired:
More than ten years of military experience, and/or a combination of military and IC Agency experience and be well-versed in all areas of military intelligence.
More than two years of experience formally coordinating with members of the Intelligence Community or Defense Intelligence Enterprise
Experience in counterintelligence, counter narcotics, pathway defeat, counter facilitation, counter-threat finance, countering illicit crime networks, or countering malign cyber actors.
Experience using supply chain data, commercial data, or trade data to support network analysis.
Expert understanding of DNI/DNR targeting methodologies and tools.
Understanding of CTD and applicability to targeting
Understanding of network analysis tools such as Analyst Notebook, Intelbook, DataXplorer, and Palantir.
Understanding of Intel-related databases such as TAC, Lucky, NGT, the Wire, the Source, Pulse, Safehouse, NCTC Online, ICON, TIDE, QLIX, Kaching.
Understanding of tools suites such as DX, Chimera, Griffin, and Voltron
Understanding of unclassified systems such as UPAX, IRS-NG, and DOMEX-NG, CCD
Familiarity with geospatial Intel tools such as ArcGIS and Google Earth
Understanding of JEMA and how to create models.
Understanding of Excel to clean and analyze large data sets.
Understanding of Babel Street, Berber Hunter, Data Miner, PiX, Silo, and Dun & Bradstreet
Understanding of Python or Java programming language

The proposed salary range for this position is:
$85,800 - $180,200
