Responsibilities Serves as the Equal Employment Specialist Headquarters (HQ), Defense Commissary Agency (DeCA), Equal Employment Opportunity Directorate (EE) in a Defense Commissary Agency (DeCA) location. The primary purpose of this position is to write policies for Agency- wide use and develops EEO programs that focus on solving systemic problems and eliminating barriers to equal employment opportunity. Prepares and revises plans, procedures, regulations, recommendations, or corrective action as needed. Position responsibilities include: Develop innovative approaches to providing Equal Employment Opportunity services and provide training to managers and employees. Analyze barriers to the employment and advancement of individuals in under-represented groups. Responsible for strategic planning for and development of a Model EEO Program. Prepare of the annual EEOC Management Directive (MD) 715 report. Responsible for writing policies for agency-wide use and developing EEO programs that focus on solving systemic problems and eliminating barriers to equal employment opportunity. Provide leadership to equal employment opportunity advisory committees, technical assistants, and other designated staff personnel involved in the planning, counseling, investigative, personnel, and legal aspects of equal employment opportunity. Support the complaints resolution team on a short-term basis by conducting systemic on-site reviews to determine the causes of workplace conflicts and developing recommendations for improved management of people. You will receive credit for all qualifying experience, including volunteer experience. To qualify for this position your resume and supporting documents must show that you possess one year of specialized experience equivalent to at least the GS-12 grade level or equivalent to at least GS-12 under other Federal service pay systems, private sector, or military. Examples of qualifying specialized experience: Applying a mastery of the concepts, principles, and methods to resolve complex systemic problems within Equal Employment Opportunity (EEO) programs. Interpreting and developing guidelines and regulations in support of EEO programs. Writing policies for agency use and developing EEO programs. Fact finding, analysis, and problem solving to eliminate barriers to EEO. You must also meet the following requirements by the announcement closing date: Current and former federal employees in either the competitive or excepted service and current federal employees applying under VEOA eligibility are subject to time-in-grade. Current civilian employees must have completed at least 90 days of federal civilian service since their latest nontemporary appointment from a competitive referral certificate, known as time after competitive appointment.
