Our NORAD Operations Group

Selected by the Air Force Life Cycle Management Center's Strategic Warning and Surveillance Systems Division for Operations, Maintenance, and Sustainment (OM&S) of critical mission systems for the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex (NCMC), we support the Integrated Tactical Warning/Attack Assessment (ITW/AA) and Space Support Contract II (NISSC II).

Since 2020, through the (ITW/AA) and Space Support Contract II (NISSC II), has provided:

- Operations, maintenance, and Sustainment of current and legacy systems for the surveillance and cataloging of manmade objects in space.

- Mitigation of orbital conflicts.

- Threat warnings and control from airborne, land-based, and space-based systems for threat activities.

- Operations and maintenance of classified communications.

- Software development and integration.

NISSC II supports the classified communications and processing for Command and Control (C2) capability and legacy space C2 systems located at:

- Cheyenne Mountain Space Force Station (CMSFS), Colorado

- Peterson Space Force Base (PSFB), Colorado

- Offutt Air Force Base, Nebraska

- Vandenberg Space Force Base, California

- Numerous sensor and forward operator sites around the world

Description of Duties:

The Program Chief Engineer supports North American Aerospace Defense Command (NORAD) on the Integrated Tactical Warning/Attack Assessment (ITW/AA) and Space Support Contract II (NISSC II). The candidate will:

- Report to and serve as a key advisor to the NISSC II Office of the General Manager on operations associated with the fields of Program Integration, Contract Performance Management, Process Engineering & Management, Enterprise Architecture, Enterprise Systems Engineering, and Configuration/Document Management.

- Assist the NISSC II Office of the General Manager in providing specialized support and insight in the following sub-areas: Enterprise Architecture Implementation, Technical Baseline Development & Management, Enterprise Systems Engineering Integration, Process Integration, System Configuration Management, Regulatory Compliance, & Contract Performance Measurement.

- Chair the NISSC II Engineering Review Board and provide functional oversight of all associated processes supporting Systems Engineering and Technical Baseline management for NISSC II covered systems.

- Assess program integration, management, and performance issues within assigned scope of responsibilities and develop approaches to meet productivity, quality, and client- satisfaction goals and targets.

- Maintain and enhance policies and procedures across assigned functional areas of responsibility.

- Coordinate closely with NISSC II departments and teams to mitigate impacts of any new requirements, processes, or responsibilities within assigned functional areas of responsibility.

- Coordinate system upgrades, new capabilities, patching, and other deployments to all NISSC II covered systems to prevent service disruptions and/or mission impacts.

- Serve as primary liaison to Government System Program Office (SPO) Engineering to facilitate customer integration, policy interpretation and development, and process development, interpretation, and implementation.

- Provide functional oversight of other engineering leads across NISSC II, to include Sustainment, DevSecOps, and Cybersecurity.

Basic Requirements:

- Bachelor of Science in Engineering or Cybersecurity related field and 12 years of directly related experience

- Must have 14 years of general work experience

- Must have 5 years of directly related experience on NISSC II covered systems

- Must have 5 years in Systems Engineering and/or Enterprise Architecture

- Must have an active DoD Top Secret Security Clearance, or higher

Desired Requirements:

- Masters Degree

- Secondary degree (Bachelor's or Masters) in Information Technology

- Program or Contract Management experience

- Business development experience

- Experience and/or knowledge in Agile program implementation

This position is expected to pay $185,000 - $210,000 annually; depending on experience, education, and any certifications that are directly related to the position.
