Summary/Primary Purpose
The Proposal Manager assists with the development, management, and execution of all proposals. This includes assisting with developing strategies on ability to win, risk mitigation, scheduling, and pricing. The Proposal Manager also assists with assessing teaming options and partnerships. They will ensure all customer requests and requirements are fulfilled during the proposal process.
Essential Functions
Assists with all levels of the proposal development lifecycle which includes the development, planning, scheduling, and execution of proposals, and ensure all milestones are met
Analyzes RFP packages and proposal requirements to develop proposal documents
Analyzes solicitation documents and prepare questions in an effort to obtain necessary clarification
Prepares documents and content that comply with company style, branding, and messaging
Assists with the development of strategic and technical narrative with the Chief Business Officer, Director of Operations, project managers, engineers, and other team members
Develops management and/or technical volume responses
Provides the proposal team with approaches for delivering a winning response
Schedules color team reviews, monitors progress to keep with proposal deadlines, and prepares proposal kick-off materials
Assess the company's capability to satisfy all solicitation requirements outlined in the proposal requirements and make ongoing improvement recommendations
Assists with the execution plans for the proposal schedule and identified personnel
Assists with the creation of risk mitigation plans that outline the potential impacts of risk and how the risks will be managed
Assists with pricing strategies for all proposals
Identifies and assesses teaming options and partnerships which includes negotiating NDAs and other agreements
Maintains an organized archive of proposal materials and content
Creates proposal templates for reuse
Prepares presentations and conducts quality review of materials

Required Qualifications
Bachelor's degree from an accredited university in English, journalism, communications, humanities, liberal arts, business, or related discipline required
Five years combined relevant experience working with proposals for Department of Defense (DoD) or other U.S. Government customers
Demonstrate leadership qualities required to work closely and lead meetings with internal and external stakeholders
Knowledge and understanding of DoD and other U.S. Government proposal requirements and regulations (FAR/DFAR)
Advanced research, planning, and writing skills
Advanced planning, coordination, and organizational skills
Excellent written and verbal communication skills
Demonstrated proficiency with Microsoft Office (Excel, Word, PowerPoint)
Ability to obtain and maintain a Security Clearance
Desired Qualifications
Experience working with Technomile or Salesforce
Ability to adapt quickly to changes and rapidly shift priorities
Strong ability to work independently, without direct oversight
Knowledge of Shipley Business Development Lifecycle (BDL) process
Exhibit strong customer communication skills, including a clear understanding of RFPs/SOOs/SOWs
Desired Certification
Association of Proposal Management Professionals (APMP)
