Additional positions may be filled from this announcement up to 90 days after it closes. Responsibilities Serves as a Management and Program Analyst at a Defense Commissary Agency (DeCA) HQ facility. The primary purpose of this position is to serve as analyst and advisor to management on the evaluation of the effectiveness of which DeCA carries out its assigned programs and operations. Position responsibilities include: Assess program development or execution and improves organizational effectiveness and efficiency. Analyzes and evaluates (on a quantitative ad qualitative basis) the effectiveness of program operations in meeting established goals and objectives. Develops life cycle cost analysis of projects or performing cost benefit or economic evaluations of current or projected programs. Analyzes new or proposed legislation or regulations to determine impact on performance management in DeCA. Incumbent reviews administrative audit and investigative reports to determine appropriate changes or corrective action required. Other duties as assigned. One year of specialized experience equivalent to at least the GS-12 grade level or equivalent to at least GS-12 under other Federal service pay systems, private sector, or military. Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Examples of qualifying specialized experience: Evaluates effectiveness of the projects managed and in developing strategies for necessary improvements. Technical advise and knowledge of commercial retail food merchandising, retail food and grocery store management. Knowledge of wide variety of qualitative and quantitative methods foe assessment and improvement of program operations. Organizes work, sets priorities, determines resource requirements and determine short and long term goals, monitors progress and evaluates outcome. Education You may not use education to qualify.
